FINANCIAL SYSTEMS SPECIALIST
Summary Who may apply: Current, permanent DFAS employees in the competitive service, Eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees. Responsibilities Experience working complex Defense Agencies' Defense Civilian Pay System (DCPS) gross pay files processing posting to DAI and advising junior team members with less complex customers. Work directly with Defense Agency customers to identify, resolve, and eliminate errors preventing gross pay files from posting to DAI. Provides support in ensuring well documented payroll procedures (SOPs, Process Maps, etc.) and oversight of current and future payroll missions and functions. Experience with processing payroll files into accounting or like systems. Experience with DAI and DCPS and experience developing/modifying OBIEE queries and reports are most ideal. Preparing the team and speaking to auditors during audit engagements, such as PBC request and walkthroughs, regarding the teams' functions and controls. Working with the team and audit support groups to identify, develop, and implement corrective actions. Identify deficiencies found during reviews, audits, or inspections and implements agreed-upon corrective actions within the time frames established. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as applying automated finance and accounting systems design and processing principles, techniques, policies and regulations; identifying, documenting and recommending finance accounting system requirements; researching issues related to the integration of finance and accounting systems. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service Education Education is not substitutable for specialized experience at this grade level. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required timeframe may be grounds for removal from the position and/or from Federal service.
