The Primary purpose of this position is to serve as the Senior Financial Technician for Joint Base McGuire-Dix-Lakehurst (JBMDL) providing Defense Travel System (DTS), Civilian Pay, and Military Pay support and services. Responsibilities 1. Plans, organizes, and directs the activities of Defense Travel System (DTS), ensuring that travel obligations and disbursements are in compliance with legal and regulatory requirements and meet customer needs. Develops goals and objectives that integrate organization and Comptroller/Flight objectives. 2. Receives and examines complex payroll authorization documents (e.g., leave authorization forms, saving bonds and allotments, employee organization deductions), makes computations and prepares proper forms for the pay of full variety of civilian position on various work schedules, (full-time, part-time, shift work, alternate schedules, credit hours, etc.) and special employment programs. 3. As the Senior technician, monitors, reviews or initiates complex transactions where guidelines lack specificity to requirements, circumstances or problems, and/or frequently change. 4. Audits pay and leave accounts to identify and correct delinquent and/or erroneous personnel actions or timekeeping errors. 5. Maintain travel files/records and produces reports of summarizes information related to vouchers and supporting documents. Assists with training lower level clerks/technicians on miscellaneous technical tasks and various complex actions in support of financial transactions. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of standardized rules, instructions, and regulations to determine reimbursement of changes, entitlements, and correct procedural courses of action regarding Civilian, Military, and Travel Pay. Knowledge and skill in analyzing and evaluating DTS accounting data and the impact on DoD travel and military pay entitlements, the organization's obligation authority, recovery of overpayments and resolution of non-payment of travel and transportation entitlements. Knowledge of travel and transportation regulations governing entitlement and documentation requirements for domestic and foreign travel to advise on travel procedures, restrictions, allowances travel voucher reimbursements and to resolve conflict or issues related to travel and transportation entitlements and policies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of wide range of DOD Financial Regulations (DoD FMR) and Joint Regulation (JTR) procedures AND Skill in performing arithmetic computations. 2. Ability to operate multiple Information Technology software used in the Financial Management career field. 3. Ability to gather, assemble, interpret, and analyze financial management information in order to reconcile daily transaction for balancing accounts and to present pertinent financial information in written reports, statements, and platform briefings. 4. Ability to communicate effectively, both orally and in writing to a diverse group of individuals. Ability to operate multiple Information Technology software used in Financial Management career field. 5. Ability to use computer operations, electronic communication, spreadsheet analysis, and database creation and utilization to prepare reports, schedules, and statements. 6. Knowledge of a variety of Financial Management functional areas and their relationships to other functions to research or investigate problems or errors that require reconciling and reconstructing incomplete information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
