Finger Lakes Shared Business Network Lead IT Manager – NY
The Finger Lakes Shared Business Network (FLSBN) Lead IT Manager provides high level IT expertise, leadership, direction, management, and coordination of information technology (IT) operations of the Finger Lakes Shared Business Network which includes Livingston, Ontario, Seneca, Schuyler, Steuben, Wayne, and Yates counties.

The Lead IT Manager is part of a customer focused team serving as a supportive, cooperative model for shared business services working closely with the FLSBN team members and Executive Directors to ensure the technology needs of the member Associations and staff are met in a timely and efficient manner.

Required Qualifications

Bachelor’s Degree in information technology or a directly related area or Equivalent Education. (Associate Degree in Information Technology or directly related area plus 2 yrs. transferable functional experience).

Three to five years directly related, demonstrated IT experience which includes network interface and administration, operations and software training, security systems, hardware installation and upgrades, teleconferencing, distance education and learning system installation and management, website development and maintenance, and evidence of readily adapting to new technologies and upgrades. Experience in supporting Microsoft Windows, Apple operating systems and various desktop software programs; managing physical and virtual networks; producing resource materials and providing training to a wide range of skill levels; and creating and implementing IT-related policies. Experience with support of Android and Apple Mobile devices. Experience with support of networking infrastructure, wireless networks as well as telecommunications equipment, including phone systems.

Knowledge of current IT systems.

Demonstrated ability to exercise professional judgment, discretion, and maintain confidentiality.

Ability to read and interpret documents written in English such as instructions and procedure manuals.

Ability to frequently, effectively, and promptly communicate verbally and in writing with employees and external customers. Ability to communicate effectively through oral, written, and visual channels using traditional methods, as well as electronic technology such as WebEx, Skype and Zoom.

Demonstrated ability to provide training and training materials using various techniques and technologies.

Demonstrated ability to interpret technical instructions and information for non-technical users.  

Ability to lead technological changes/updates as well as suggest modifications to Extension Administration and local associations.

Demonstrated ability to work effectively in a team setting as well as independently.

Ability to lead and effectively participate in professional team efforts.

Strong interpersonal skills with proven ability to work effectively with vendors, consultants, co-workers, local Association IT staff, Directors and Leaders, campus staff, advisors, other IT Leads, and community members.

Ability to meet travel requirements associated with this position.

Ability to work flexible hours which may include evenings and/or weekends, as appropriate.

Ability to clearly communicate (speak, read, and write proficiently) in English.

Preferred Qualifications

Familiarity with Cornell Cooperative Extension (CCE) system.

Comp TIA Network Certification / Comp TIA A+ Certification.

Ability to initiate, plan, teach and evaluate informal educational programs for diverse audiences.

Good leadership, time management, and motivational skills; attitude of being helpful at all levels. 

Ability to prioritize and balance time equitably across Associations.

Position Responsibilities & Essential Functions

Administrative Responsibilities:

Direction – 30 %

Assess and develop local/regional plans and strategies for information technology goals, best practices, and training based on direct work with Associations, guidance from Extension Administration, the SBN AMG, and/or based on local/state/federal laws and regulations. 

With substantial initiative and discretion, strategically plan for overall IT functions of the region that adhere to all applicable laws, regulations, and CCE guidelines. 

Develop and establish regional best practice, policies, procedures, guidelines, and action plans for IT functions across the region and actively contribute to discussions on development of state-wide best practices. 

Develop a regional strategy and training plan that assesses needs and sets goals and direction for ongoing technology training in best practices, policies, and procedures. 

Develop technology policies to ensure a secure, consistent computing environment is maintained and performs at the optimum level. 

Develop training materials and strategies to enhance the IT knowledge and expertise at the local Association level. 

Develop a new staff computer orientation program to introduce new employees to the network environment as well as software used in the Associations, especially Microsoft Office including Outlook email and calendar, and other technology equipment such as printers, digital cameras, and scanners.

Develop hardware and software recommendations for the region based upon anticipated needs and discussions with the Executive Directors and taking into consideration the compatibility with existing network environment and program needs.

Research and develop recommendations to Executive Directors in the region for the pricing, installation, maintenance, troubleshooting, and minor repairs of the main components of the network environment (including all cabling, hubs, switches, and network interface cards) and workstations and peripherals (including all desktops, laptops, printers, monitors, modems, digital cameras, scanners, and other electronic devices) seeking input from the IT Lead group as necessary and planning for the future needs of the Associations within the region.

Management – 35 %

With substantial initiative and discretion, manage the overall Information Technology function of Associations within the SBN Region.

Lead the implementation of IT regional strategy for the SBN. 

Act as liaison between FLSBN Region, CCE Administration IT office and Cornell University IT.

Manage the implementation of regional policy/procedures/best practices as appropriate.

Manage and monitor network and Association / region IT assets including hardware, software, peripherals, etc. for preventative maintenance and proactive troubleshooting to prevent or minimize potential issues.  

Manage maintenance, installation, troubleshooting and repair of servers, Network Backbone, workstations, and peripherals.

Provide leadership in the management of IT Systems to ensure effective utilization that will result in data integrity and understanding and consistent implementation of established IT policies, procedures, and best practices.

Manage resolution of issues or problems that arise within the IT arena.

Support Executive Directors in ensuring Associations are maintaining computer security standards according to required Cornell University policy and established regional procedures.  

Manage and support Association in maintaining accurate inventory of all hardware and software in use.

Manage purchases, set up, and distribution of new equipment, as well as retiring and appropriately disposing of outdated items as needed.

Manage IT training and communications for the region in accordance with established regional strategies. 

Manage and enhance usage of the current Association web sites and in conjunction with local staff, assist with development of additional web pages as necessary.

Manage the implementation of new applications and changes to existing regional systems and software.

Consult regularly with Association leadership to assure they understand and can integrate IT strategy and processes into their operations. 

Ensure Association Executive Directors, Supervisors, and Association Information Technology staff are effectively made aware of local, regional, or state-wide IT expectations and compliance.

Manage IT training and communications for the SBN region in accordance with established regional strategies.

Effectively maintain existing relationships with Executive Directors, local IT Representatives, Lead Executive Directors, Lead IT Leads across the state and Extension Administration IT.

Coordination/Operation – 30 %

Serve as initial “Point of Contact” for troubleshooting and resolving complex hardware, software, application, network, router, user access, encryption, printer, and/or related issues within the region.

Conduct diagnostic consulting, trouble shooting and repairs to resolve complex service calls and issues; assist, coordinate, install, and/or make repairs to the network or desktops, systems infrastructure, servers, network backbone, workstations, and peripherals. Coordinate with other IT professionals to develop, identify, and monitor requirements for network preventative maintenance; and recommend or analyze performance.

Interact with CCE Support and vendors to restore service and/or identify and correct core problems.

Coordinate with ED, finance and/or other Association leadership to development replacement schedule for IT assets complete with cost projections.

Coordinate and assist with purchasing, installation, maintenance, and updating of Association desktops, laptops, printers, print servers, monitors, modems, scanners, and other hardware and software based upon anticipated needs and discussions with the Executive Directors, taking into consideration the compatibility with existing network environment, program needs and Cornell University IT environment/requirements.

Coordinate with Executive Director and finance to develop replacement plan schedule for IT assets including budget projections.

Assist with installation, maintenance, and updating of servers and/or networking equipment. 

Maintain networking permissions (security groups for folder access, group/resource accounts, etc.). Collect and enter information needed to register devices on the Cornell DNS database.  

Update regional technology inventory database including adding new staff and volunteer user information; adding/maintaining necessary information on equipment (purchase, specs, networking, condition, location, replacement information, etc.); maintaining required software keys or licenses.  

Assist with periodic physical inventories of Association and regional IT assets. 

Coordinate implementation of policy/procedure to ensure a consistent approach across the CCE System.

Coordinate the adoption, implementation, and operation of new function-related technologies as requested by Extension Administration, Cornell University and/or FLSBN AMG.

Facilitate conversations with Executive Directors, local IT staff and CCE Administration IT team as appropriate on the implementation of regional technology changes. 

Attend and actively participate in functional Lead IT meetings, projects, statewide meetings, conferences, and trainings as identified. 

Coordinate and/or deliver IT related training, guidance, support, resources, and best practices on identified topics using a variety of methods (i.e., webinars, SharePoint, recorded presentations, in-person, and written documentation) as necessary or requested by Associations.

Provide easy to use technology resources for Association staff (weekly SBN e-news; “how to” sheets; tutorials, etc.)

Coordinate and conduct a new staff computer/technology orientation program to introduce new employees to the network environment as well as software used in the associations, especially Microsoft office including Outlook email and calendar, and other technology equipment such as printers, digital cameras, and scanners. Learn, use, and assist with the implementation of sophisticated software. 

Coordinate, provide support and training related to setup and use of conferencing, audio/visual equipment, and distance/remote education and learning as needed. Troubleshoot issues related to online conferencing tools. 

Maintain and enhance usage of the current association web sites.  Assist with development of web pages as necessary. Assist with and support troubleshooting of issues with website functionality and availability either directly or by arranging appropriate professional/alternative support.

Coordinate regular IT audits to ensure system/information integrity and provide regular updates to local Associations as determined. 

Participate in regional and statewide IT focused projects and initiatives.

Provide guidance and feedback to local Association/Executive Directors when hiring Association IT contacts.

Maintain accurate records of support calls, problems, and remedial actions taken. 

Collect and transport equipment for recycling. Coordinate transfer for disposal per established guidelines and requirements. 

Prepare reports for FLSBN Associations, FLSBN AMG, and CCE Administration as requested.   

Prepare and submit accurate expense reports, mileage reports, receipts/supporting documentation, and/or vouchers in a timely manner per established policy and procedures.

Exercise a high level of confidentiality in performing all position responsibilities. Maintain confidentiality of all information and data collected, accessed, stored, and/or maintained.

Provide data and information to assist with preparation of reports, impact statements, and success stories for FLSBN Associations, FLSBN AMG, and CCE Administration, Boards and others as requested.

Frequently lift, move and/or transport and install IT related supplies and equipment.

Transport self, equipment, materials, and resources in personal or Association vehicles throughout the region.

Professional Improvement – 5%

In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.

Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.
