THE ROLE The responsibilities of this Fiscal Administrative Manager 1 include: + Oversees daily operations of the Revenue Accounting/Accounts Receivable Unit, including: + Financial oversight of all Department non-federal receivable accounts; + Billing, collection, proper accounting of amounts due the Department; + Daily deposit of all incoming funds, ensuring compliance with state statute; + Administration, monitoring and reporting of Funds Awaiting Distribution; + Verification and recording of all incoming Federal wire deposits; + Various financial reporting related to Department receivables and revenues. + Responsible to ensure all Department revenue transactions, totaling over $1.2 billion annually, are accurately and appropriately recorded in accordance with state governmental accounting procedures and in compliance with Connecticut General Statutes; + Coordinates collection efforts with assistance as needed from Office of the Attorney General / Collection agency; Reviews, recommends, and coordinates write-off requests for uncollectible accounts as appropriate; + Reviews final audit accounting recommendations for reasonableness prior to implementation; Reviews/approves complex journal entries as required to net final audit accounting; + Ensures proper administration of revenue terms of agreement related to concessions operations at the service plazas along the state highway network; + Assists in review of negative cash balances related to federal and other grant SIDs as required by the Office of the State Comptroller; + Prepares various financial schedules for the Department’s annual GAAP Reporting submittal to the Office of the State Comptroller; + Interprets complex financial documents, reports, state statutes, and proposed bills as related to the Department’s fiscal matters; + Establishes, maintains, evaluates and improves accounting related procedures. Facilitates critical process improvements that foster streamlining, improved accountability, and improved reporting of receivables and revenues; + Consults with and makes recommendations to Director, Finance Administrator and Bureau Chief on Department receivable and revenue accounting matters; + Acts as liaison to Office of the State Treasurer, Office of the Attorney General, Office of the State Comptroller, other state agency offices, State Auditors of Public Accounts, collection agencies, insurance companies and the public on Department receivable and revenue accounting matters; + Provides staff training and guidance, and conducts Annual Performance Reviews. ABOUT US The Revenue Accounting/Accounts Receivable Unit is responsible for the billing, collection and deposit of all funds due the Department. This involves all accounting and reporting functions related to Department non-federal receivable accounts, and the deposit of all incoming funds including verification and accounting for all incoming federal wire deposits, totaling over $1.2 billion annually. OFFICE OF POLICY AND MANAGEMENT, OFFICE OF FINANCE: + Formulates policies and procedures related to state agency procurement and programmatic and fiscal management of health and human services purchase of service contracts and personal service agreements; + Designs, develops and implements statewide standards, goals and objectives for contracting, rate setting, payment, accounting, budgeting, auditing and other fiscal and administrative procedures to assure fiscal accountability for contracting; + Provides direction, interpretation and guidance to state agency fiscal/administrative staff involved with contracting; + Reviews with state contracting agencies the budgetary impact of any privatization contract and need for any budget adjustments; + Works with state agency contracting staff to implement requirements of the State Contracting Standards Board; + Researches, interprets and administers pertinent laws and regulations; + Performs related duties as required. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached. MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE One (1) year of the General Experience must have been supervising professional level staff. NOTE: For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. + A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience. PREFERRED QUALIFICATIONS + Experience with Governmental Accounting. + Experience with Core-CT financial modules. + Experience retrieving data from Core-CT utilizing EPM and STARS. + Experience facilitating process improvements and procedure documentation. + Experience with analyzing and manipulating data in Microsoft Excel. + Experience with managing accounts receivable and minimum collection procedures.
