POSITION HIGHLIGHTS: + First-shift + 40 hours per week + Monday through Friday, 8:00am - 4:30pm + Situational telework only available after completion of a Working Test Period, if applicable THE ROLE: This position is located within the Headquarters of the Connecticut Military Department consisting of CT Army National Guard, the CT Air National Guard, and State Militia. This position reports directly to senior management, and is a bargaining unit position with oversight and responsibility for the efficient and effective operations of the agency's State financial operations in coordination with the USPFO (United States Property and Fiscal Office). This includes oversight, supervision, management, training and coordination of State employees in Hartford and outlying locations, as well as (Federal) Grants/Awards, Accounts Payable, Accounting, Budgeting, Procurement, Asset Management, Payroll and Mailroom staff. There may also be some training necessary of Federal staff as it pertains to State business policies and procedures (purchasing and procurement, allowable reimbursement expenses, contract (lease/rental) management, etc.) As a direct report to senior management, this position has oversight, supervision, management and training of State employees in Hartford and outlying locations other than the William A. O'Neill Armory in Hartford. PURPOSE OF JOB CLASS (NATURE OF WORK) In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of complex, professional fiscal and administrative functions with a major emphasis on fiscal administration. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached. MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE One (1) year of the General Experience must have been supervising professional level staff. NOTE: For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. + A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience. PREFERRED QUALIFICATIONS + Experience developing and implementing a system of financial reporting. + Experience developing, implementing and monitoring state and federal budgets. + Experience presenting financial information to external stakeholders, including legislative committees, internal stakeholders, program managers and executive leaders. + Experience managing multiple teams, fostering a positive work environment and promoting employee engagement. + Experience developing and monitoring performance metrics and identifying areas of improvement. + Understanding of government regulations and policies relevant to operating a government agency.
