PURPOSE OF JOB CLASS (NATURE OF WORK) In a state agency, facility or institution this class is accountable for independently performing a full range of tasks in professional level fiscal and administrative functions. EXAMPLES OF DUTIES + Procure goods and services for the agency in compliance with DOC directives and state purchasing policies. + Understand and apply terms, conditions, price schedules, and ordering instructions for applicable statewide contracts. + Follow specific guidelines when procuring specialized items, such as chemicals, weapons, and controllable equipment. + Stay up to date with industry trends and standards to ensure cost-effective purchasing for assigned commodities. + Maintain proper documentation for all procurements, including verifying receipt of goods and payment authorization. + Manage procurement actions, including issuing purchase orders, using purchasing cards, soliciting quotes, and handling bids and RFPs, ensuring compliance with state law. + Build and maintain strong relationships with suppliers and internal agency staff to ensure smooth procurement processes and timely deliveries. + Assist agency staff in understanding and adhering to purchasing policies and procedures. + Review and process requisitions for accuracy, completeness, and necessary approvals. + Collaborate with Accounts Payable to ensure timely and accurate payments to vendors. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Six (6) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grant administration, payroll, purchasing) at least one of which must be an accounting or budgeting function.* MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE Two (2) years of the General Experience must have been at or above the paraprofessional level, requiring the exercise of some independent judgment in the application of basic principles and procedures in accounting, budgeting, purchasing or related fiscal administration functions. NOTE: Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is at the professional training level and above the paraprofessional level. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (l/2) year of experience to a maximum of four (4) years for a Bachelor's degree. + A Master's degree in public administration, business administration or accounting may be substituted for one (1) year of the Special Experience. + For state employees two (2) years as a Fiscal/Administrative Assistant may be substituted for the General and Special Experience. + For state employees two (2) years as a Purchasing Assistant may be substituted for the General and Special Experience. + Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience and Special Experience. *Descriptions of these fiscal/administrative functions are attached PREFERRED QUALIFICATIONS + Public Sector Procurement Experience: Proven experience in public sector procurement, adhering to state policies and regulations. + Familiarity with State Procurement Regulations: Knowledge of state procurement regulations and guidelines, including the ability to navigate statewide contracts. + Industry Knowledge: Ability to stay current on trends and best practices for assigned commodities to make informed purchasing decisions. + Procurement Activities Management: Experience in issuing purchase orders, using purchasing cards, soliciting quotes, and managing bids and RFPs, in compliance with state law. + Bid and Contract Preparation: Experience preparing bid results and contract documents for supervisor review and ensuring compliance with procurement standards. + Vendor Relationship Management: Strong skills in building and maintaining effective relationships with suppliers and internal teams to resolve quality and delivery issues. + Requisition Review and Processing: Experience reviewing requisitions for accuracy, completeness, and proper coding for accounts, funds, and projects. + CoreCT (PeopleSoft) Experience: Proficient in using CoreCT (PeopleSoft) for purchase orders, contract management, and fund approvals. + Financial Transaction Accountability: Understanding of fund allocation and ensuring purchases are properly charged, including approval for non-general funds. + Accounts Payable Experience: Experience working with Accounts Payable to ensure accurate and timely vendor payments, resolving discrepancies and change orders. + Purchasing Card Management: Experience reconciling purchasing card billing statements, ensuring accurate expense allocation. + Communication and Collaboration: Excellent verbal and written communication skills, with the ability to effectively engage with vendors, stakeholders, and team members. + Independent Work and Deadline Management: Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment, managing multiple projects simultaneously.
