Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity. * * *Job Opening:* The Massachusetts Department of Environmental Protection, seeks applicants for the position of Fiscal Officer VI – Revenue Manager to perform the following duties: *Position Overview:* The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe disposal of solid and hazardous waste, the timely cleanup of hazardous sites and spills and the preservation of wetlands and coastal resources. The Department accomplishes its mission through various funding received from federal and state sources, thus allowing activities such as permitting, compliance/enforcement and other programs designed to promote prevention of pollution and the preservation of sensitive eco-systems. Over the years, the department has been entrusted to manage numerous revenue sources (approximately 70) and thus increased responsibilities and internal controls. Under the administrative direction of the Director of Financial Management Division, the incumbent manager plans billings and collections of all the department revenues (from permit fees, licenses, annual compliance fees, fines and penalties and many others), as well as closely collaborates with the State Comptroller’s Office and works with external Collection Agencies on revenue-related matters. Some of the role and responsibilities of the Revenue Manager include, but not limited to: directly decide on best practices for managing MassDEP revenue billing and collection and measuring operation results; allocate staff and other support resources; decide on and implement communication strategies; decide systems to review the priorities of on-going activities; decide on the most appropriate mechanisms for integrating unit programs with the Finance Team and within the entire Department; decide training priorities for staff; decide resolution of disputes (technical, personnel and programmatic); review and approve revenue transactions in MMARS; prepare revenue billing-collection financial reports including the annual GAAP report with comprehensive justification for uncollectible revenue accounts. The Revenue Unit Manager meets routinely with direct-reporting staff on technical and strategic issues and with other Finance Team members on program, management and integration matters. However, it is the incumbent's responsibility to develop and exercise an efficient system of control for projects management, decision-making, problem solving and communication. Exceptional management and administrative skills and applicable experience and the ability to work independently with minimal guidance/supervision are the hallmark of the Revenue Unit Manager position. * * *Preferred Qualifications:* * Revenue management finance work experience and know of five (5) years or plus. * Government finance work experience and knowledge of state finance systems. Knowledge and understanding of government financial rules, regulations, and policies. * Knowledge and understanding of budgeting concepts and/or applications with state or federal budgeting cycles. * Experience and knowledge working with various state systems (MMARS, CIW, etc.). *MINIMUM ENTRANCE REQUIREMENTS:* Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. _Substitutions:_ I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV.
