Description
The Department of Libraries is seeking a meticulous professional Fiscal Monitoring Specialist I to join our Business & Fiscal Management Team. The Fiscal Management team members handle all business and fiscal elements for roughly 150 employees. We are looking for a motivated team player to assist with financial tasks, budget and fiscal analysis, grants, contracts, and other routine administrative or clerical duties and special projects related to the work of the department.
The successful candidate will have a broad knowledge of financial duties, budgetary monitoring and processes, program analysis, policies, and procedures, grant and contract processes and project management. Possess excellent organizational skills and outstanding relationship-building abilities. Work efficiently and effectively independently and as part of a team. An articulate communicator, verbally, and in writing with staff from all levels of the organization as well as external vendors, citizens, and patrons. Position requires being flexible, agile and a willingness to learn new things to continuously expand one’s knowledge and build on one’s skillset.
Departmental Hiring Salary Range: $46,589- $51,248
Essential Functions
Essential functions include but are not limited to:
+ Performs a wide range of financial duties for the department utilizing city procurement policies and processes.
+ Oversees and analyzes the department grant activities/special revenue accounts.
+ Performs an array of project management for the department by collecting, examining, and presenting records and information for various projects and policies and procedures.
+ Develops and updates departmental standard operating procedures (SOPs) and policies.
+ Performs a variety of administrative duties including collecting data, analyzing data and statistical information and preparing reports.
+ Conducts a variety of research and special project data analysis and prepares excel reports.
+ Ability to take part in the City’s Civic Lab data modeling program.
+ Assists and prepares monthly, quarterly, annual reports and work plans (divisional and departmental).
+ May assist managers, research accounts, and explain policies and regulations.
+ Assists with analysis and overseeing the Point of Sale (POS) systems at library branches and other relevant duties.
+ Assists with preparing and reviewing divisional and departmental reports and analysis as needed.
+ Assists with coordinating special projects by collecting data and combining and summarizing data into relevant information and presentations.
+ Assists with ordinances, resolutions, grants, and other departmental documents.
+ Ability to collect and analyze information, formulate training and communicate instructions orally and in writing.
+ Ability to participate in workgroups and internal and external committees to enhance services.
+ Ability to prioritize tasks.
+ Performs other duties as assigned.
The ideal candidate will possess:
+ Advanced experience with financial management software such as Advantage Financial Management System (AFMS) or a related software.
+ Strong organizational skills.
+ Strong skills in analyzing documents, reports, and accounts.
+ Advanced computer skills and Microsoft Office Software experience: Word, Excel, PowerPoint.
+ Two (2) years of experience organizing and maintaining confidential information.
+ Able to handle multiple tasks with limited supervision to meet deadlines.
+ Possess experience in preparing varied documentation and reports.
+ Ability to communicate and write clearly.
+ Courteous and friendly customer service experience of at least 5 years.
+ Ability to work effectively and efficiently under limited supervision.
+ Must exhibit a commitment to integrity, civility, and excellent customer service.
+ Ability to work well tactfully and courteously with diverse groups and staff (internally and externally)
+ Ability to effectively manage a wide array of tasks, projects, and responsibilities.
+ Demonstrates a work style that is self-motivated, reflective, self-aware, and adaptive.
+ Ability to fulfill a variety of functions within a team environment.
+ A valid driver’s license.
Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Minimum of two years’ experience in finance, budget, business administration, or related field.
Work requires specialized knowledge in a professional or technical field. A minimum of two (2) years of experience in analyzing data or related field. Requires proficiency with computers, internet searching, and Microsoft office applications such as WORD, EXCEL, and PowerPoint.

+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
