The Fiscal Support Operations Lead is a member of the AASD-MBA Finance Team which provides broad financial management supports to the grants and contracts, and policy and program teams that comprise the Aging and Adult Service Division (AASD) and Minnesota Board on Aging (MBA) – a state agency administratively housed with AASD in the Aging & Disability Services Administration of DHS. AASD-MBA Finance Team members have primary or lead responsibility for certain tasks; however, all team members are expected to provide support or coverage for financial tasks when needed. Tasks where all staff may be expected to provide coverage include triage and monitoring of payment requests, updating tools used to monitor and track federal award allocations, assisting with semi-annual federal financial reporting, and completion of electronic budget forms, etc.
This position has primary responsibility for the AASD financial operations which includes both federal and state monies and will serve as a back-up to other lead positions within the AASD/MBA team for all MBA financial operations. This position exists to monitor federal appropriations, provide fiscal support, and help ensure compliance with federal and state regulations and programmatic requirements of federal and state funds appropriated to the Minnesota Board on Aging (MBA) as well as the Aging and Adult Services Division (AASD) at DHS. MBA and AASD awards over $65 million to the local and regional community services providers including all seven regional Area Agencies on Aging and all 87 counties in Minnesota.
Position has primary responsibility for the receipt, review, and processing of monthly payment requests within statutory specified timeline. This includes the collection of financial data, preparing of financial resources, validating data against spending plans and providing additional fiscal support as requested by leadership and staff through the division, MN Board on Aging and Area Agencies on Aging.
**Minimum Qualifications**
2 years professional experience in finances and accounting. Experience must demonstrate the following:
+ Basic finance and accounting skills using: Microsoft Office Suite Word, Excel, Outlook, Teams; SharePoint; Acrobat Professional
+ Develop, implement, and maintain financial tracking documents for information sharing and collaboration
+ Develop data tracking systems, forms and procedures and reports related to use of federal, state and other funding sources
+ Coordinate and provide financial technical support and assistance to various internal and external partners using Microsoft Suite, Outlook and SharePoint and other systems.
Bachelor’s degree in Accounting, Public Policy, Human Services or related field may substitute for 1 year of professional experience
**Preferred Qualifications**
+ Advanced finance and accounting skills using: Microsoft Office Suite Word, Excel, Outlook, Teams; SharePoint; Acrobat Professional; specifically using the following functions within Excel to share and communicate financial data:
+ Pivot tables
+ Advanced formulas
+ Charts/Graphs
+ Conditional formatting
+ Knowledge of Federal and state government, laws, rules regulations and guidelines related to federal/state funding including Older American Act, Title III/IV and Nutrition
+ Variety of experiences working effectively with others from different backgrounds and/or cultures
