**Job Overview**
**Position Summary**
**GENERAL SUMMARY** : The Fleet Manager's role is to run an efficient fleet service division through productive staffing, customer satisfaction, cost controls, achievement of objectives, and maintenance of all service records; performs related work as required.
**DISTINGUISHING FEATURES OF THE CLASS** : Work involves responsibility for planning, organizing, assigning, and reviewing the work of employees involved in the maintenance and repair of generators, small and large pieces of equipment, automobiles, buses, trucks, heavy equipment and public safety equipment. The employee in this class reports to the Public Works Director and leads the division’s projects. Work is reviewed by the Public Works Director through operating records, inspection of facilities and adequacy, efficiency and effectiveness of services provided. The Fleet Manager must exercise leadership, initiative, innovation, and a high level of judgment and discretion.
**Job Duties**
JOB DUTIES:
+ Forecasts goals and objectives for the division and strives to meet them.
+ Hires, trains, motivates, counsels, and monitors the performance of all fleet service division staff.
+ Prepares, recommends, and reviews an annual operating budget for the fleet service division.
+ Monitors and controls the performance of the fleet service division using appropriate reports, tracking systems and surveys.
+ Understands, keeps abreast of and complies with federal, state and local regulations that affect service operations, such as hazardous waste disposal, OSHA Right-to-Know etc.
+ Understands and ensures compliance with manufacturer warranty and policy procedures.
+ Accounts for all documents; ensures that none are missing, and all are processed correctly.
+ Determines and sets standards of time allocations for all services or repair orders.
+ Maintains high-quality service repairs and minimizes comebacks. Conducts periodic spot checks of completed jobs for thoroughness and quality.
+ Keeps abreast of new equipment and tools available and recommends purchases.
+ Ensures that all work areas, customer waiting area, and inventory locations are kept clean.
+ Establishes and maintains good working relationships with vocational and technical schools to enhance personnel recruitment activities.
+ Serves as liaison with departmental representatives.
+ Ensures the proper care, storage and inventory of special tools.
+ Ensures that asset service files are up-to-date and readily available for reference.
+ Ensures that all vendors and department customers are greeted promptly and given fair estimates on costs and time required for repairs and maintenance.
+ Prepares pricing guides and maintenance menus for frequent labor operations.
+ Handles complaints immediately and according to organization’s guidelines.
+ Understands and reviews inventory and other operational controls necessary to oversee the fleet services division.
+ Provides guidance, training, and support to fleet service division employees to improve performance, develop skills, and enhance career growth opportunities
+ Reviews bid, vehicle, and equipment specifications prior to posting
+ Writes memorandums and makes recommendations related to fleet services division.
+ Reviews city-wide fleet accident information; works with departments and vendors for repairs and future safety initiatives.
+ Promote, trains, and coaches all personnel entering and exiting fleet services division spaces on safety practices.
**KNOWLEDGE, SKILLS, AND ABILITIES** :
+ **Administration and Management** - Knowledge of administration and management principles involved in strategic planning, resource allocation, information analysis, detail oriented, leadership technique, production methods, and coordination of people and resources. Knowledge of the requirements of the Department of Transportation (DOT) and the Federal Motor Carrier Safety Administration (FMCSA) regulations related to governmental fleets
+ **Leadership** – Ability to lead independently, collaboratively, proactively, taking initiative and multitask.
+ **Workload Management** **-** Ability to prioritize multiple and changing work requests and priorities to meet project scopes, schedules, budgets, and risks.
+ **Mechanics** - Knowledge of materials, methods, tools involved in the design, construction, repair or life of fleet vehicles and equipment.
+ **Mathematical Reasoning** - Choosing the right type of math to solve a problem.
+ **Production and Processing** - Knowledge of materials, processes, quality control, costs, recordkeeping, and other techniques for maximizing the effective projects and operations of the fleet services division.
+ **Public Safety and Security** - Knowledge of relevant policies, procedures, strategies and equipment for the protection of people, data and property.
+ **Critical Thinking, Judgement, and Complex Problem Solving** - Thinking about the pros and cons of different ways to solve a problem, different options and selecting the best one, creating new and unique solutions and ideas, and use of deductive and inductive reasoning.
+ **Computer** – Skills in administrative and computer procedures and systems such as Fleet Management Info Systems, work orders, asset management, and 365 software use, managing files and records, designing and use of forms.
+ **Speech Clarity** - Speaking clearly.
+ **Active Learning and Listening** - Figuring out how to use new ideas or things while listening to others, not interrupting, and asking good questions.
+ **Communication** - Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the vendors.
**Qualifications**
**MINIMUM QUALIFICATIONS** :
+ Experience in automotive and/or heavy equipment and parts disposal processes.
+ Experience in automotive and/or heavy equipment and parts procurement processes.
+ 5+ years of experience in fleet services supervisory role, or equivalent.
+ Bachelor's degree (B.A.) from four-year college or university in automotive technology, business administration, or a related field
**DESIRED QUALIFICATIONS** :
+ Possession or ability to obtain and maintain a valid Class A CDL with tanker endorsements within 6 months of start date.
+ OSHA 30-Hour Certification
**Supplemental Information**
**WORKING CONDITIONS** : Work is performed in all weather conditions including wet, hot, cold, indoors, and outdoors; standing and walking for extended periods of time; walking on uneven surfaces; climbing stairs and ladders; bend, squat, and kneel; occasional pushing, pulling, and lifting up to fifty (50) pounds with assistance.
**RESIDENCY REQUIREMENT** : Employee shall establish their principal place of residence within fifty (50) miles of the corporate limits of the city of Dubuque as soon as practical after appointment, but within two years of appointment, but within two years of appointment.
