POSITION DESCRIPTION: Develops and manages a variety of complex contracts, and other types of agreements that support Traffic Operations. This includes project management responsibilities associated with procuring contracts; issuing task work orders/letters of authorization; reviewing contract deliverables; reviewing and processing invoices; coordinating with Department personnel and other agencies associated with work under the contract; preparing contract correspondence; maintaining project files; and actively participating in project meetings. Develops documentation for contract funding, Requests for Proposals (RFPs) and related documents. Participates on contract-related Technical Review Committees (TRCs). Plans, analyzes, coordinates and/or evaluates contract administration tasks providing support to the Traffic Operations office. Analyzes all aspects of contracts, issues, and executes Task Work Orders, obtains amendments and supplements, secures fee proposals; ensures accuracy of the invoices submitted; tracks consultant performance grading for timeliness; ensures adequate and timely funding for all work performed under the contracts; inputs agreements and amendments into Florida Accountability Contract Tracking System (FACTS). Supports development of the Department’s Transportation Systems Management and Operations (TSM&O) program at the district, regional and statewide levels. Evaluates and makes recommendations relating to application of new technology to support the Department's FMS/AMS programs. Develops and implements recommendations to management regarding process improvements to enhance the coordination, efficiency and effectiveness of the contracting functions for Traffic Operations contracts. Assists in the management of the Traffic Operations and Intelligent Transportation Systems budget. Participates in meetings, on committees, task teams and other groups with internal and external customers to represent traffic operations interests. This includes providing useful commentary and review of work products, as well as developing correspondence and follow-up contact as required. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of procurement rules pertaining to contract acquisition and contracts administration. Knowledge of Florida Department of Transportation standards, manuals, guidelines and practices. Skilled in the use of personal computers and a variety of software. Skilled in communication, including written, verbal and effective listening. Ability to manage workload to produce on-time resolutions to problems. Ability to understand and interpret documentation of payment information, skilled in handling various contract types and contract requirements. Skilled in reviewing documents for accuracy and completeness; skilled in problem-solving techniques. Ability to input and retrieve information from a computer database. Ability to collect, analyze, and interpret various types of contract and budgeting data. Ability to work independently, plan, organize and prioritize assignments. Ability to provide contract maintenance and review contracts for validity of requested supplements, amendments, time extensions, change orders and/or renewals and follow through the appropriate action. Ability to establish and maintain effective working relationships. MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university and two years of business experience. Experience as described above can substitute on a year-for-year basis for the required college education. Florida Certified Contract Manager (FCCM) can substitute for 1 year of experience.
