FMS Security Management Support

Specialized Education and Experience Required: The Contractor shall receive a Security Fundamentals Professional Certification through the Security Professional Education testing program at the start of the task order or obtain the certification within one year of assignment.

Serve as the Government focal point for FMS program security. The Contractor shall be responsible for analyzing security plans, as well as coordinating and recommending solutions to FMS program security deficiencies, with the assigned Government security task lead. The Contractor shall make recommendations relating to the integration of US export and technology control laws, DoD, USAF, AFMC, AFLCMC, directorate, and division program policy/instructions.

Shall become familiar with data disclosure regulations for each country in the FMS program, and serve as the central point of contact for review and redaction of technical documents. The Contractor shall be interface with the foreign disclosure office in coordination with the Government security lead to gain approval to release said documents.

Shall evaluate existing or proposed capabilities with foreign customer unique clearance and authorizations and make recommendations to the Government security lead.

Shall support export compliance activities, to include evaluating system technical attributes, obtaining HHQ approval for releasability, possessing knowledge of physical information and cyber security measures, as well as assessing and providing recommendations for compliance.

Shall apply knowledge of Anti-Tamper (AT) and end-use monitoring to develop implementation plans to account for and properly adhere to existing and emerging export compliance provisos and protection requirements.

Shall assist with developing and maintaining time-phased, event-driven Security Classification Guides (SCGs), Program Security Directives (PSDs), Technology Assessment and Control Plans (TA/CPs), Program Protection Plans (PPPs), program-specific Program Security Instructions (PSI), Enhanced End Use Monitoring (EEUM) agreements, and Platform specific Delegation of Disclosure Authority Letters (DDLs) as required. In addition, the Contractor shall assist with development and maintenance of end of program life specific Demilitarization (DMIL) plans.

Shall support the implementation of the information, personnel and industrial security programs to ensure classified material is protected according to DoD, USAF, AFMC, AFLCMC, directorate, division and program directives. The Contractor shall identify potential issues and recommend solutions for Government/PO security personnel consideration.

Apply strong analytical writing skills in order to successfully document program security methods and decisions.

Shall review program threats and conduct vulnerability analysis to define security functional requirements for effectively securing systems against overt and covert ground-initiated attack; provide recommendations for the integration of physical security countermeasures, electronic and mechanical detection devices on the weapon system and other corrective actions.

Shall recommend changes to DoD, USAF, and program security policy and instructions as required to the Government security program lead. The Contractor shall participate in system security working groups, or other security-related IPT as required for preparation of AFLCMC/WII program security standards and documentation.

Shall plan, design, review, analyze and report on tailored security plans for the protection of systems during the test and evaluation phase and make recommendations for changes of security procedures during test phase of systems prior to delivery to foreign customers.
