Forecasting & Controls Supervisor
JOB SUMMARY: Responsible for accounting and financial controls, and internal and external reporting for the Nicor Gas Energy Efficiency Program. This includes support for statutory reporting and tariff reconciliation, including coordination of all Illinois Commerce Commission data information requests. This role will focus on financial quality assurance including comprehensive and effective financial controls and accuracy which will be established and maintained throughout all functions of the EE program. This includes financial controls (including invoicing and account reconciliations) across the contractors and subcontractors with financial and regulatory reporting implications to EEP. This position will ensure that adequate data is maintained, accessible and reliable to support external and internal financial reporting, including forecasting of spending, and other program metrics. Work is on-site 4 days with 1 day remote. JOB REQUIREMENTS: Education: BA or BS in accounting or other business degree with related accounting/financial experience. Preferred: Advanced degree/certification in finance and/or economics or CPA. Special Skills: Strong spreadsheet/Excel skills and data sorting/tabulating abilities. Very good analytical, project management, facilitation and communication skills. Experience with establishing and monitoring financial controls. Preferred financial auditing experience. Previous experience with energy efficiency programs, or other similar efforts is a plus. The program need not be specific to the natural gas industry but would be preferred. Working knowledge of IRS reporting requirements. Power BI experience is preferred but not required. Position Related Experience: 6+ years business experience, or graduate degree with 4+ years of experience. OR any combination of education and accounting/financial work experience which permits the candidate to meet position work requirements. MAJOR JOB RESPONSIBILITIES: Functional Expertise: •Financial reporting, analysis and support to produce internal financial trends and status reports. •Responsible for generating regulatory reporting content, preparation of filings, and testimony associated with portfolio and program-level activities. •Responsible for overseeing and reconciling the Unclaimed Property for Energy Efficiency to refund monies to our customers or to the state. •Responsible for the TIN/FEIN collection process and proper filing of 1099 amounts to Corporate Accounting and the IRS. •Provide financial and other related forecasts and trends to support program managers and planning activities. •Responsible to evaluate, and analyze financial results, controls, summaries, rebates and documents associated with vendors, trade allies, customers, and program implementers. Business Acumen: •Implement energy efficiency QA and audit plans, test controls and evaluate budgets to ensure sufficient oversight of program controls, and program design integrity. •Responsible for understanding control testing, evaluation of protocols and calculations, evaluation of results, auditing and evaluation disciplines and activities. •Implement program QA, accounting and auditing policies and other related business processes. •Financial control management, QC and auditing both for internal financial processes, and external vendor and customer rebate processes. Engagement: •Coordinate management of joint and coordinated financial evaluation and assessments with other utilities, including joint contractors. •Provide regular reports, financial analysis and recommendations to internal clients on program information, controls, QA/auditing strategies and tactical action plans. •Support for regulatory and rates departments for data requests, or other financial inquiries of the program. Driving Results: •Forecasting financial impacts associated with program ramp-up and demand changes from EEP participants potentially impacting customer rates. •Establish tracking of key performance indicators, controls performance, forecasting therm and cost trends associated with both program and portfolio level activities.
