Department: Public Works Posting Type: Announcement/Bid Salary: $60,778 per year. Union: This position is included in the American Federation of State, County and Municipal Employees Union, Local 2037 and will be filled in accordance with the provisions of the Memorandum of Understanding. WORK EXPERIENCE: The application must clearly show one (1) year of full-time experience in refuse collection in the Bureau of Environmental Services of the City of Pittsburgh. (Less than full-time experience will be calculated on a pro-rated basis.) EDUCATION/TRAINING: None required for this position. EQUIVALENCY: None permitted for this position. Therefore, no education/training and/or work experience may be substituted toward the qualifying requirements listed above. POSITION DUTIES + Supervises and directs the work of refuse and recycling employees on assigned routes in the collection of solid waste. + Supervises and checks assigned personnel in; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as required. + Checks vehicles for maintenance, safety, weight and other potential problems in accordance with established policies and procedures and DOT compliance. + Makes daily spot-checks of crews on assigned routes to ensure area is being cleared of solid waste on time and in accordance with City and departmental safety policies, practices and procedures; maintains accurate records. + Monitors radio for emergency calls, responds to accidents/incidents, etc. and provides all necessary information and documents as required. + Responds to requests from residents on routes and refuse personnel to resolve complaints; writes up complaints; interviews residents and assigned personnel involved. + Assists in determining eligibility for medical exemption from curbside pickup; reports violations. + Updates Medical Exemption List by removing those who become ineligible. + Uses a variety of technological hardware (ie, computers, laptops, tablets, smart phones, GPS, cameras, etc.) and/or software (ie, email, Microsoft Office, Cartegraph, etc.) to maintain records and prepare accurate reports on work performed and accurate time records for assigned personnel. + Informs supervisor of route work progress and complaints. + Monitors and follows up on violations of The Pittsburgh Code, Title Six, Sections 601.11, 619, 765.05, etc. May testify in court for violations. + Plans, develops, directs, coordinates, organizes and controls the materials, equipment and personnel for the effective, efficient and economical attainment of program goals, including maximum convenience to the public and safety of employees. + Assists the supervisor evaluating refuse and recycling routes to improve efficiency. + May, at the discretion of management, serve as acting Refuse Supervisor on an as needed basis. + Manages area of responsibility in strict accordance with applicable laws, regulations, city policies and union agreements to ensure fair and standardized treatment of employees. + Performs activities and functions of related lower-level personnel and other related tasks/duties as required.
