Summary This position is assigned to the Prescott National Forest and shared with the Kaibab National Forest. The position will be located at a Forest Service office within Arizona or New Mexico. Provides expertise on the business administration and financial management functions required to support forest management's forest product sales program. Responsibilities Audit business and financial functions related to timber sale contract administration, permanent and trust funds, and cash management. Ensure financial system and forest product financial system data are properly reconciled for agency compliance. Maintain and operate a financial management database in accordance with organizational standards. Provide financial expertise and guidance related to timber sale and stewardship contracting procedures to analyze data and provide reports for monitoring and management of these programs. Communicate with external parties regarding specific timber sale, stewardship contract, or agreement issues. Conduct timber sale bid openings for oral and sealed bid offerings. Ensure accuracy and proper execution of a wide variety of tasks related to financial administrative aspects of preparation, solicitation, administration, modification and closure of a full range of forest product removal instruments and authorities. Provide expertise and guidance of financial management policies and procedures related to timber sales, stewardship contracts and agreements, and/or permits. Provide expertise and advice on the proper application of financial transactions on financial systems. Specialized Experience Requirement: For the GS-11: Applicants must have one year of specialized experience equivalent to at least to the GS-09 grade level in federal service. Specialized experience is defined as meeting three or more of the following: Performing administrative reviews of planned timber sale, stewardship contract or agreement pre-sale packages; and/or Assisting in the technical administration of straightforward forest resource management contracts, agreements, and permits; and/or Auditing the existing forest product financial system, checking for accuracy and the proper use of procedures; and/or Interacting with purchasers, contractors, partners, and permittees to interpret and explain all financial aspects of contract, agreement, and/or permit from preparation through closure. OR Ph.D. or equivalent Doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with coursework related to the position. OR Appropriate combination of specialized experience and graduate level education with coursework related to the position (beyond what is required for a masters' degree, i.e., more than 36 semester hours leading to a Ph.D.). NOTE: To obtain Level II certification as mentioned under Conditions of Employment, the incumbent must meet all of the requirements for Level I certification: Thirty-two hours of Forest or Region level Timber Information Manager training and Twenty-four hours of formal Timber Sale Financial Management training and Twenty-four hours of formal Basic Sale Administration training, plus obtain a minimum of an additional two years of experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Education This position does not have an education requirement. Additional Information The position is not Remote. It is assigned to the Prescott National Forest and shared with the Kaibab National Forest. The position will be located at a Forest Service office within Arizona or New Mexico. Final determination of the duty station will be made by the selecting official at the time of the job offer. Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. The Forest Service may use certain incentives and hiring flexibilities, currently offered by the Federal government, to attract highly qualified candidates.
