The role involves working on critical systems such as PCOS, CCQAS, DMHRSi, EAS IV, ESSENCE, and PHIMT, which are essential for managing healthcare claims, provider credentialing, human resources, cost allocation, disease surveillance, and health information management. The ideal candidate will contribute to application development and sustainment, focusing on delivering high-quality solutions across ten core IT domains, including configuration management, cybersecurity, digital transformation, software engineering, and application support. This position requires expertise in agile methodologies and the ability to work collaboratively within a dynamic military healthcare environment.   Arlluk Technology Solutions is seeking an experienced Functional Subject Matter Expert (SME) to join our team supporting the Defense Health Agency. The ideal candidate will have deep knowledge of military healthcare processes, systems, and operations. This role is crucial in bridging the gap between technical teams and end-users, ensuring that MHS applications meet the complex needs of the military healthcare environment.   Essential Functions, Responsibilities & Duties may include, but are not limited to: The Functional SME will be responsible for providing expert guidance on military healthcare processes and translating functional requirements into technical specifications. Key responsibilities include: Serve as the primary subject matter expert for specific MHS applications and processes. Analyze and document complex healthcare workflows and business processes within the military health system. Collaborate with stakeholders to gather, analyze, and prioritize functional requirements for MHS applications. Translate functional requirements into clear, actionable technical specifications for development teams. Provide expert-level support for critical issues and participate in problem-solving sessions. Develop and maintain functional documentation, including user guides and standard operating procedures. Conduct training sessions for end-users on new features and functionalities of MHS applications. Participate in system testing and validation to ensure applications meet functional requirements. Serve as a liaison between technical teams and healthcare professionals, facilitating effective communication. Contribute to the continuous improvement of MHS applications by identifying opportunities for enhancement. Stay current with healthcare regulations, policies, and industry trends that may impact MHS applications. Participate in strategic planning sessions to align application roadmaps with organizational goals. Education and Experience: Required: Bachelor's degree in Computer Science, Information Technology, or related field with 10-12 years of experience in database engineering, or Master's degree in a relevant field with 8-10 years of experience in database engineering, or PhD in a relevant field with 5-7 years of experience in database engineering Required Skills and Competencies: Extensive knowledge of military healthcare processes, systems, and operations Strong understanding of healthcare IT systems and their applications in a military setting Familiarity with healthcare standards and regulations (e.g., HIPAA, HL7, FHIR) Experience in requirements gathering and analysis Excellent communication skills, both written and verbal Strong analytical and problem-solving abilities Ability to translate complex healthcare concepts into clear, understandable language Experience with process mapping and workflow analysis Knowledge of project management principles and methodologies Familiarity with agile development methodologies Strong interpersonal skills and ability to work effectively with diverse teams Ability to obtain and maintain a Public Trust clearance Desired Skills and Competencies: Direct experience working with specific MHS applications (e.g., PCOS, CCQAS, DMHRSi) Certifications in healthcare IT or project management (e.g., CPHIMS, PMP) Experience with electronic health record (EHR) systems and interoperability standards Knowledge of military medical operations and terminology Familiarity with data analytics and reporting tools used in healthcare Understanding of cybersecurity principles in the context of healthcare IT Experience with telemedicine and remote patient monitoring technologies Knowledge of population health management concepts and their application in military healthcare Familiarity with change management principles and practices Experience in developing and delivering training programs for healthcare professionals Working Environment & Conditions This job operates in a professional office environment and has a noise level of mostly low to moderate.  This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.    This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.   The incumbent must occasionally lift and/or move up to 25 lbs.
