Department Summary:

The Future Space Capabilities Department (N111) of MITRE’s Air and Space Forces Center - Space Warfighting Division (N110) is seeking a Department Manager (DM) to grow people leadership, sense of belonging, and recruiting, retention and development of highly skilled team members; mature a department strategy aligned to the Space Warfighting Division, Air and Space Forces Center, and MNS Cross-Cutting Priority Strategies; work shape the department portfolio for greater impact; and create, maintain, and cultivate engagement and collaboration across MITRE. The successful candidate will be accountable to the N110 Managing Director for the successful planning, development, and execution of the portfolio of work programs within the department, aligning them to sponsor strategic outcomes, as well as being responsible for ensuring products delivered to sponsors meet MITRE’s high standards for technical quality. The candidate is responsible for workforce morale and growing MITRE talent within the department through hiring and workforce development. The selected individual is a division asset who provides thought leadership, technical guidance, and hands on assistance to enable the projects within the department to create, integrate, and assess space concepts, technologies, enterprise architectures, and wargaming to fight and win. Further, the selected individual will work with the department and division team to successfully deliver high impact solutions in support of our sponsors to include developing resilient system-of-systems Force Designs; ensuring USSF readiness through enterprise operational and technical analyses and assessments; testing, evaluation, Guardian training, TTP development, and wargaming,; and enhancing performance of the space sensing enterprise

Roles & Responsibilities:

Plans, develops, and oversees a portion of the Division’s sponsor strategic outcomes.Provides specific sponsor/program knowledge and expertise.In partnership with the Managing Director, Division and Department Chief Engineer, Outcome Leads and project leaders, develops close working relationships with sponsor counterparts.In partnership with the Managing Director, Division and Department Chief Engineer, and Outcome Leads, develops and shapes a work program to achieve specific MITRE and sponsor strategic outcomes.Serves as a trusted technical advisor to the sponsors aligned with the department portfolio of work programs.Collaborates with MITRE Divisions, Labs and Centers for cross cutting impact, leveraging related activities, use of shared resources, and re‐use of existing products.Ensures the hiring, development, and shaping of the required skills, capabilities, and diversity of the department’s workforce through effective hiring, ongoing mentoring, coaching and staff development.Effectively engages staff by pursuing awards for those exceeding expectations and applying corrective actions for those who fall short of expectations. Initiates appropriate and timely actions to address poor performance.  Provides timely clear conversations and constructive performance feedback.Working with their Project Leaders and the Department Chief Engineer, ensures work and product technical quality for all work assigned to the department.Works with project leaders and group leaders to ensure that all staff are appropriately assigned to projects and fully planned.Represents the needs and perspectives of staff to Division leadership.Advocates for department competencies and establishes new work within the Division.Provides technical domain-specific knowledge, leadership, and influence internally and externally across multiple stakeholders to move the mission outcome forward consistent with division, center, sector, and corporate strategies.Leadership:  Cultivating a strong and positive culture and sense of belonging, recruiting, retaining and developing a highly skilled and diverse department team. Collaborating with Project Leaders on work shaping and developing mission value chains for respective projects that contribute to impactful mission outcomes. Working collaboratively with the Department and Division Chief Engineer and other Department Chief Engineers in the division to lead the Department’s technical quality program. Leading department work shaping activities including sponsor engagement, planning, solutioning, and all task acquisition activities.Strategic Planning:  Collaborating with the division leadership team to align the department and division strategies. Identifying and anticipating major sponsor and environmental trends, opportunities, and issues. Continually shaping department plans and department strategy accordingly to achieve greater mission impact, critical outcomes, and enable growth through the work projects. Partnering with the Chief Engineers to guide the Department’s technical investments, technical initiatives, lab environments, and development of staff skills. Engaging with sponsors and shaping the work program to understand the sponsor domain and maximize sponsor value.Integration: Collaborating and partnering with MITRE leadership and staff in other departments and innovation areas to plan and align growth strategies in delivering sponsor solutions. Building relationships, networks, and potentially new organizational constructs across N110 driving cross-sponsor approaches to increase the value of the FFRDC Platform. Crafting and implementing cross-agency solutions to solve national security challenges.Research:  Working with the Department Chief Engineer and other chief engineers across the division and center in support of MITRE research efforts such as the MITRE Innovation Program (MIP), which is MITRE’s internal R&D program to fund and pursue projects beyond our direct sponsor requests to generate impact with Innovation leads, Outcome Leads, and Project Leaders by identifying and executing research proposals aimed at injecting innovation across department projects and potentially developing new program areas.Technical Quality: Supporting and enabling the Department Chief Engineer through the technical review process of impactful deliverables/products for all work within the department. Overseeing technical and strategic quality of department project plans and capabilities. In partnership with Department Project Leaders and the Department Chief Engineer, working across project teams to bring cross cutting technical deliverables to bear. Encouraging reuse and adaptation of existing technical knowledge and products as appropriate.Staff hiring, development, and workforce shaping: Working with the department leadership team (Department Principal, project leaders and group leaders) and other Department Managers on hiring talent in specific skillsets that align to the execution of the work projects within the department and across the division by participating in the interview process. 

Basic Qualifications:

10 years of demonstrated division and/or department or equivalent level people and technical leadership experience (ex: department head, task leader, project leader, group leader)Typically requires a minimum of 12 years of related experience with a Bachelor’s degree or 10 years and a Master’s degree; or PhD with 7 years’ experience; or equivalent combination of related education and work experience.Bachelor’s or Master’s degree in a discipline such as systems engineering, aerospace engineering, or related technical fieldTechnical depth and leadership in the systems engineering process, preferably in analysis.Experience in helping the US Government meet cost, schedule, performance, and quality targets.Keen ability to work and lead effectively in a team environment, be a team builder, and an active problem solver.Demonstrated track record cohering work across projects, sponsors, and internal organizations. Experience working collaboratively across diverse sponsors/stakeholders to propose, shape, and lead impactful work and outcomes; significant exposure to and experience in solving mission-oriented challenges of sponsors.Have successfully proposed and executed technical initiatives through internal research and other programs.Demonstrated adaptability and flexibility to execute multiple mission sets across a set of work programs, and a demonstrated ability to work across organizations integrating efforts to achieve more impactful outcomes.Self-starter with strong attention to detail, exceptional organizational skills, effective and clear written and oral communication abilities.In Colorado Springs or willing to relocate to the MITRE Colorado Springs Office in 2025 to perform the duties of this position.Current TS/SCI security clearance.This position requires a minimum of 4 days a week on-site

Preferred Qualifications:

Recognized expert in at least one of the following areas: space domain analyses, adversary threats, space effects and counter-effects and experience with the sponsor community involved in developing and transitioning effects to USSF, or related field.Experience standing up classified labs and infrastructureDemonstrated leadership of projects that provide innovative solutions leading to mission enhancing capabilities.Strong MITRE network with experience across multiple divisions.
