The Director of Utilities is responsible for the day-to-day management of the Doyon Utilities programs and resources at the installation. The utility systems under the control of the Director of Utilities include: Water Treatment and Distribution, Electrical Distribution, Wastewater Collection, and Heat Distribution. This is an in-person position located at Ft. Wainwright, Alaska. Responsibilities Manage all utility programs at Fort Wainwright (FWA) in accordance with established corporate priorities. Establish daily priorities, schedule, plan, management of personnel resources, ensure workforce competence, prepare project cost estimates, provide quality control for projects, and provide primary input to the annual operating plan and budget submission to the government. Assess capital budget requirements and provide input to the corporate rolling 5-year plan with emphasis on developing scopes of work and reliable cost estimates for the first year of the plan during each annual submission cycle. Establish safety and environmental work practices in accordance with the corporate safety program and Fort Wainwright safety directives and ensure its compliance from the DU personnel. Collaborate with other site Directors to maximize the benefits of lessons learned on other Doyon Utilities sites. Direct the full range of activities for the Electrical Distribution System, including development of contingency plans in the event of a power outage, right of way management, and coordination of substation preventative maintenance. Provide directions to utility contracted vendors to ensure a reliable service to customers. Operate within a regulated utility environment including operating within ADEC, EPA, DOT, DOL, OSHA and EEOC guidelines. Execute a Quality Control program as required for the installation. Collaborate with the CEO, Senior Vice President and Vice President for Operations on a strategic vision, compiling short- and long-term repair and replacement projects and development of project scopes of work and refined cost estimates as required. Ensure compliance with the Doyon Utilities privatization contract requirements. Attend regularly scheduled meetings with other Doyon Utilities representatives and the departments of the Army as the DU site representative for the purpose of reporting the operational status of the installation. Produce an annual budget and execute within said budget and assist in the development of a capital improvement plan for the installation. Meet the reporting requirements established for the utility operations. Supervise operation and maintenance of an ADEC level II water treatment plant, ADEC Level III wastewater collection system and an ADEC Level III water distribution system. Qualifications Bachelor's Degree in Business, Engineering, or equivalent combination of education and relevant experience. Required 10+ years of managerial experience with progressive responsibility in utility management. Required Proficient in Microsoft Office Suite. Experience with CMMS software (Maximo, preferred). Extensive knowledge and proficiency in developing construction projects including job development and cost estimating. Extensive knowledge of the utility industry. Establish safe working practices in accordance with the corporate safety program and Ft. Wainwright safety directives. Maintain a working knowledge of regulatory requirements, especially as they are dictated by EPA, OSHA, ADEC, Regulatory Commission of Alaska and other agencies. Strong verbal and written communication skills. Effectively develop and implement a reporting mechanism to keep senior managers advised of utility operations at the site. Ability to work independently and highly motivated with a proven record of outstanding performance and integrity. Ability to maintain strict confidentiality. Ability to manage a diverse and skilled union workforce with an emphasis on promoting a positive work environment. Conditions of Employment Must pass a pre-employment drug test, random drug test thereafter in accordance with the published policy of Doyon Utilities. Must have a valid driver's license issued by the State of Alaska. Must be eligible to work on a military installation in Alaska.
