FY25: Residency Counselor, International Admissions and Enrollment (IAE), 1.0 FTE

SUMMARY DESCRIPTION:
Under the direction of the director of the International Admissions and Enrollment (IAE) office, performs a variety of tasks and functions related to the enrollment of non-resident and McKinney-Vento (unstably housed) students across the district. Uses knowledge of Montgomery County Public Schools (MCPS) programs and community resources, and uses a collaborative process with administrators, school staff, and other OSSWB staff members to determine proper grade placement and graduation planning, resources, strategies, interventions, and enrollment pathways for students who are experiencing complex residency issues or unstable housing. Serves as an advocate for eligible non-resident and McKinney-Vento (unstably housed) students and their families to remove enrollment barriers in MCPS and access appropriate services. Assists in the operation and work of the Residency Review Panel (RRP); facilitates communication and conducts panel reviews related to non-resident crisis-based tuition waivers. This includes collecting and analyzing crisis documentation from parents; conducting panel reviews, providing guidance to school staff, pupil personnel workers and other central based staff. Collaborates with the Appeals office on appealed tuition waiver cases. Acts as a case manager for identified non-resident and McKinney-Vento students in the enrollment process, data collection, progress monitoring, program changes and annual eligibility determinations. Serves as a liaison between IAE and the school system, local community, government service providers, and the Maryland State Department of Education (MSDE).

CERTIFICATE LICENSE:
Meets the appropriate Maryland State Department of Education certification requirements as a school counselor, pupil personnel worker, school psychologist, or teacher.

KNOWLEDGE, SKILLS, and ABILITIES:
Thorough knowledge of MCPS and MSDE structure, policies, regulations and procedures related to admissions/enrollment, residency, and homelessness. Demonstrate strong organizational and managerial skills. Strong written and verbal communication skills to work effectively with staff; administrators; parents; students, and colleagues throughout MCPS. Ability to and demonstrated experience in analyzing transcripts (preferably foreign) and academic records to determine proper grade placement, ELD support and other student interventions needed. Skilled in advising on various interventions and instructional supports required for students such as recommendations for the Students with Limited or Interrupted Formal Education (SLIFE) program or for Career Readiness Education Academy (CREA) for older students who will not earn a high school diploma due to their age. Ability to analyze and report data, using identified trends to inform appeal recommendations. Positive, effective human relations skills, and ability to deescalate tense situations and interactions, especially when dealing with anxious and upset non-resident parents who are seeking to enroll in MCPS. Ability to adhere to mandated timelines and respond to urgent needs as they arise. This position requires the knowledge and application of the six performance standards that have been established for the Montgomery County Public Schools Teacher Professional Growth System. Ability to develop and lead professional trainings to all MCPS staff. Ability to lead cross-office workgroups to discuss and resolve complex admissions and residency issues. Preference given to candidates who are fluent in English and a second language.

EDUCATION, TRAINING, and EXPERIENCE:
Master¿s degree from an accredited college or university in any of the following areas: general education, special education, ELD education, counseling, or social work; at least five years of school-based experience with some being at a middle or high school; and training background which provides the knowledge, ability and skills necessary to perform effectively in this position. Some school-based leadership experience desirable. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
