SUMMARY DESCRIPTION:
Under direction of the chief of Human Resources & Development (OHRD), this position is responsible for providing system-wide position classification/reclassification studies and/or services. Directs and coordinates all activities required for announcing, and conducting classification and reclassification studies for new and existing MCPS positions in MCAAP/MCBOA and Supporting Services. Directs the analysis of systemic classification problems, such as classification inconsistencies, outdated position descriptions, undocumented position or organizational changes, and related problems and issues. Presents reclassification action recommendations to the associate superintendent, OHRD and and the associate superintendent of operations. Maintains a high level of confidentiality on all matters. Reviews decisions on Fair Labor Standards Act status to ensure conformity with applicable policies and regulations.

KNOWLEDGE, SKILLS, and ABILITIES:
Thorough knowledge of job evaluation and position classification principles, practices and procedures. Considerable knowledge of the principles and objectives of personnel administration, including wage and salary administration. Considerable knowledge of relational database design and programming and report writing software such as Crystal Reports, Oracle Discoverer, Applicant Tracking software, Excel, and HTML/SQL or similar software. Knowledge of laws and guidelines covering applicant tracking and job evaluation systems, classification/reclassifications of positions, and comparable wage and salary benchmarks. Ability to effectively direct, utilize job classification evaluation systems in a collaborative environment. Considerable knowledge on how to complete, and develop classification/reclassification recommendations. Ability to conduct job audits, lead others in the completion of classification studies, and to write clear, succinct reports and recommendations. Excellent communications and human relations skills, strong business judgment, and a practical common-sense approach to meeting or exceeding the goals of the position.

EDUCATION, TRAINING, and EXPERIENCE:
Bachelor's degree required. College course work or work experience in human resources, business administration, information technology, or related field. Two or more years of experience analyzing and reviewing job descriptions as they relate to reclassification requests preferred. Experience researching, collecting, and evaluating information used in conducting classification studies and reviews. Experience in relational database design and job evaluation systems. Public sector work experience highly desirable. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
