Job Description
Provides technical and program management leadership in developing, monitoring, and administering objectives related to Natural Gas Safety & Asset Programs (Atmospheric Corrosion (AC), Leak Survey (LS), Pipeline Marker (PLM), Isolated Steel Riser Inspection and Replacement, and Cross Bore Inspection). Leads and supports proactive program planning, estimation, budgeting, and documentation and coordinates with team members on execution and monitoring. Builds and implements procedures, templates, and methods to monitor, evaluate, prioritize, and prepare for program opportunities. Responsible for overall program delivery to include budget, timeline, quality, change management, communication plans, and deliverables including adherence to State and Federal regulatory requirements.

Requirements
Program Manager I

Bachelor’s degree from a regionally or nationally accredited college or university in Engineering, Environmental or Resource Management, Natural Gas, Project or Program Management, or related field required. Three (3) years of progressively increasing responsibility in areas such as natural gas, project/program management required. Effective and flexible written and verbal communication skills, including presentation and public speaking required. Project Management or Program Management experience preferred. Demonstrated skill in organizing resources and establishing priorities required. Understanding of utility operations preferred. Ability to establish goals and objectives. Ability to effectively plan work activities, schedules, priorities, and utilization of resources. Ability to use appropriate technology to organize, synthesize, and communicate data. Knowledge of State and Federal regulatory requirements related to natural gas safety.

Other combinations of education and experience may be considered.

Program Manager II 

Bachelor’s degree from a regionally or nationally accredited college or university in Engineering, Environmental or Resource Management, Natural Gas, Project or Program Management, or related field required. Seven (7) years of progressively increasing responsibility in areas such as natural gas, project/program management required. Effective and flexible written and verbal communication skills, including presentation and public speaking required. Project Management or Program Management experience required. Demonstrated skill in organizing resources and establishing priorities required. Understanding of utility operations required. Ability to establish goals and objectives. Ability to effectively plan work activities, schedules, priorities, and utilization of resources. Ability to use appropriate technology to organize, synthesize, and communicate data. Comprehensive knowledge of budget principles, development, and administration. Knowledge of State and Federal regulatory requirements related to natural gas safety.

Gas Program Manager I, Starting Range: $81,672 - $106,174 per year, Full Range: $81,672 - $118,425 per year
Gas Program Manager II, Starting Range: $92,805 - $121,576 per year, Full Range: $92,805 - $135,961 per year

Hybrid work options are available for this role. The successful candidate will be required to work at our Spokane, Washington headquarters at least 3 days per week including Mondays and Tuesdays with an additional day determined by the employee and manager.
