Gateways Internship Program- Recent Graduate (Program Analyst)
Summary Position is located within the FAA, Aviation Safety (AVS), Office of Rulemaking (ARM), Part 11 Petitions Branch (ARM-320). The Program Analyst applies regulatory, policy, and process management strategies to the FAA petitions for exemption and rule-making programs focused on providing improved aviation safety through timely and appropriate regulatory action. Responsibilities The Program Analyst performs basic but progressively more difficult assignments under the close direction of a manager. Typical assignments may include collecting and recording data and information, conducting research, identifying problems, and assisting higher level staff in day-to-day operations. Acts as a team member by supporting team activities such as ensuring that documents are consistent with current practice, and of the highest quality. Applies basic knowledge and limited experience of analytical methods and techniques to analyze the effectiveness of exemptions programs. Analyzes exemptions documents to identify problems in the request for relief from current requirements. Regularly refers problems and work issues to a manager, project or program manager, team leader, or more experienced professional. Collects and records data for performance metrics for the exemptions program for providing data as to how quickly the agency is responding to petitions for exemptions. Performs regulatory research to collect data on whether or not 1) the petition meets Part 11.81 requirements as stated in the electronic code of federal regulations, 2) the petition is even necessary, and 3) the petition sets a precedent. The Analyst researches various database/repositories to see if a petition for exemption has previously been granted or denied. Performs data analyses to collect data for use by higher level analysts in identifying techniques for improving programs and ensure program alignment with agency policy on exemption documents. Collects and records information on problems or procedures to provide senior analyst with supporting data to develop resolution and improve aviation safety. Uses established policies and procedures to provide detailed guidance for almost with little or no room for discretion for employee to select the most appropriate approach(es). Works under detailed instructions provided by a manager, project/program manager, team leader, or more experienced professional. The ideal candidate for this position would be someone with prior experience/studies in the field of aviation who has also worked on legal documents (especially rulemaking documents) involving the Code of Federal Regulations. This person would also have excellent communication, facilitation and team building skills. Other features of the Gateways Recent Graduates Program APPOINTMENT - If selected, your temporary appointment may not exceed a total of two (2) years. AGREEMENT - All participants must sign a written Recent Graduates Program Participant Agreement with the FAA that clearly identifies expectations of the appointment such as duties, length of appointment, work schedule, training, mentorship, etc. CONVERSION - Conversion of a recent graduate from the Recent Graduates Program to a permanent appointment may occur without further competition in accordance with established policy. Conversion must occur after successful completion of the program,: a. Successfully completed at least one year of continuous service in addition to fulfilling all requirements of the Recent Graduates Program b. Demonstrated successful job performance consistent with the applicable FAA Performance Management and Assessment System program c. Received a recommendation for conversion from the first-level manager; and d. Met the qualification requirements and any other position requirements associated with the position to which converted. TERMINATION -Participation in this program may be terminated at any time. TRANSCRIPTS - Must be submitted. Exception to the 2 year application eligibility requirement: A veteran who, due to a military service obligation, was precluded from applying during any portion of the two-year eligibility period, will have a full two-year period of eligibility upon his/her release or discharge from active duty. In no case, however, may the eligibility period extend beyond six years from the date on which the individual completed the requirements of an academic course of study. In addition to the qualifications that must be met for the Recent Graduates Program: To qualify for this position at the FV-F level you must demonstrate in your application that you possess at least three years of progressively responsible general experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data and recognize solutions, plan and organize work and convey information, with at least one year equivalent to the FG/GS-4. OR Successful completion of 4-year course of study leading to a bachelor's degree, gained from an accredited college or university.
