We operate in over 90 countries and have a workforce of 4,000 talented, motivated, and diverse staff of all religions, races, languages, and gender identities.      This Opportunity: Palladium seeks an experienced Gender and Youth Advisor for the anticipated USAID/Nepal Localization Support activity focused on strengthening the Mission’s ability to ensure that local actors are in the lead role for Nepal’s development. The activity aims to provide services to USAID, partner Nepali organizations, and Government of Nepal entities to provide surge support, build capacity, and establish systems and processes to effectively design, implement, and monitor activities that advance our shared development objectives. In addition, the activity will build the capacity of local organizations, supporting G2G programming, and assisting the Mission in improving localization programming.Reporting and Supervision: The Gender and Youth Advisor is a full-time position for the Nepal Localization Support Activity. The advisor will provide oversight, technical guidance, and capacity strengthening to the team and grantee organizations on youth engagement, gender integration and mainstreaming. They will report to the DCOP, while also receiving guidance from the MEL Director and Capacity Development Director. Responsibilities require extensive technical capacity in the areas of gender integration, youth inclusion, gender mainstreaming, and capacity development.
Duration: 5 years (anticipated start in September 2023) Location: Kathmandu, Nepal   Primary Duties and Responsibilities:  Provide technical assistance and capacity strengthening to grantee organizations to integrate gender and youth inclusion strategies into program activities and mainstream gender and youth into organizational policies and practicesDevelop tools, frameworks, and resources to enable grantee organizations to integrate and mainstream youth and gender into their programs and organizational policiesProvide gender technical guidance and gender awareness training to project staff and grantee organizationsSupport grantee organizations and the monitoring and evaluation team to design and track gender indicators and incorporate gender into project evaluationsCollaborate with grantee organizations and the communications team to document and share project success storiesParticipate in the development of annual work plansContribute to the design, implementation, and reporting related to project technical, capacity strengthening, and grant making activities, including development of a case study on the project's activities to promote gender equalityReview all project materials and products to ensure they incorporate a gender perspectiveMonitor and report on gender activities for submission to USAIDOther duties as assignedKey Competencies Required: At least a degree in Gender / Youth and/or Development Studies, or other relevant disciplineDemonstrated ability to integrate gender in the design, implementation, and monitoring and evaluation of projects requiredStrong experience strengthening the capacity of organizations to mainstream gender and youth  into their policies and practices requiredStrong experience conducting gender and youth analyses and using the information to inform project design requiredExperience working to address gender and youth barriersStrong experience in capacity strengthening of civil society sector (NGOs, FBOs, CBOs, non-profits, private sector)Strong interpersonal, writing, presentation, and organizational skills are required.Experience in leading participatory exercises and group processesMust be willing to live and travel within Nepal.Fluency in Nepali required, proficiently in English preferred, knowledge of local languages encouragedProficiency in Microsoft Office tools including Word, Excel, and PowerPoint.
