Project Summary:
Tetra Tech is implementing the recently awarded, five-year USAID Power Africa Empower West Africa (EWA) Activity. Building on a decade of Power Africa success, EWA aims to close the energy poverty gap in the region by increasing supply of and access to affordable, reliable, and sustainable electricity. By 2029, EWA aims to establish six million new electricity connections; reach financial close for 2,500 megawatts of new generation capacity; construct 1,500 kilometers of new power lines; and achieve sales of 40,000 productive use of energy (PUE) devices.
Position Summary:
Tetra Tech is recruiting for a Gender Equality and Social Inclusion (GESI) Specialist to ensure gender integration across activities of the USAID’s Empower West Africa (EWA) activity. EWA aims to close the energy poverty gap in the region by increasing access to affordable, reliable, and sustainable electricity. The GESI Specialist will be responsible for integrating gender across all tasks in the project including gender-inclusive policymaking, gender-focused research and incubation, sex-disaggregated Monitoring Evaluation and Learning (MEL) design, and GESI integration. The successful candidate should have experience and/or familiarity with gender and inclusion in the energy sector.
Position Responsibilities:
Develop project- and activity-specific GESI assessments and analyses, in accordance with USAID ADS 205 and the USAID Gender Equality and Female Empowerment Policy (2023), based both on literature review and in-country project-specific fieldwork involving primary data collection and/or collaboration with country-specific gender specialists. Identify problems faced in the energy sector in different countries in the region and provide strategic recommendations for successful design and implementation of EWA activities. Provide on-demand technical assistance and advisory for project staff and EWA stakeholders including capacity building and training to support GESI integration into EWA activities. Develop annual GESI strategies and action plans for EWA implementation based on GESI analysis including but not limited to strategies to Increase women’s representation in the workforce of EWA’s energy partners, Engage men for gender equality in the workplace and in the energy sector in the region, Support energy policy design including the development of affordable access to energy schemes, Integrate gender and inclusion considerations into Grants Under Contract activities. Collaborate with project staff to ensure gender integration across EWA activities based on GESI assessment, strategies and action plan. Provide inputs for gender integration into EWA Annual Work Plan, Monitoring and Evaluation Plan and communications plans and materials. Document and report on project activities, conduct technical reviews and prepare technical presentations, reports, strategy papers and other deliverables as required by EWA. Implement GESI activities as outlined in the GESI strategies and action plan and support all components of the project to execute GESI related activities.Minimum Qualifications
Bachelor’s degree in international affairs, gender studies, anthropology, international development, sociology, or another related field is required. Minimum 8 years of GESI equality analysis and action plan implementation experience required. Proven track-record of designing and implementing practical and actionable USAID ADS-205 compliant gender analyses and gender action plans. Experience with GESI analysis and/or GESI integration within energy and infrastructure sectors. Able to communicate complex information and deliver verbal and written messages effectively. Effective organizational, teamwork and problem-solving skills. Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment, while providing strong attention to detail. Advanced Microsoft Excel, Microsoft Word, and Microsoft PowerPoint. Able to travel (international field sites), as needed. Full proficiency in English.Valued Qualifications:
