The primary purpose of this position is to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive. It is not a continuing position; assignment duration is NTE 36 months. Responsibilities DUTY 1: Performs Career Broadening assignments/duties; serves as the focal point for the Installation Support Panel (ISP) and assist the Chief of the Installation Support Panel, AF/A4PR, in leading the panel. Collaborates with the Chair of the Installation Support Panel (ISP) in developing, analyzing, evaluating, and implementing broad resource plans, policies, and procedures for programming and advocating installation support program requirements to include all Civil Engineer resource requirements. Participates with branch and division chiefs in the Directorate of Resource Integration (AF/A4P), Directorate of the Civil Engineer (AF/A4C), DCS Logistics, Engineering, and Force Protection (AF/A4), action officers in the Assistant Secretary of the Air Force for Installations, Environment, and Logistics (SAF/IE), action officers in the Deputy Assistant Secretary of the Air Force for Budget (SAF/FMB), action officers in the Deputy Assistant Secretary of the Air Force for Programs (SAF/FMP), and action officers in the DCS, Strategic Plans and Programs (AF/A5/8), in developing integrated installation support programs across several functional areas. DUTY 2: In a Career Broadening capacity, focal point for the Installation Support Panel. Orchestrates actions for the ISP--a cross functional team of Air Staff and Secretariat representatives from over 40 organizations. Provides data, information, recommendations on Air Force Installation Support resource issues to the ISP Chair who, in turn, represents the Directorate of Resource Integration (AF/A4P), Directorate of the Civil Engineer (AF/A4C), The Directorate of Force Protection (AF/A4S), the Deputy Assistant Secretary of the Air Force for Infrastructure, Energy and the Environment (SAF/IEE), and the Deputy Assistant Secretary for the Air Force for Installations (SAF/IEI), to the Air Force Corporate Structure (AFCS). Analyzes information from strategic programs and transformation initiatives and prepares staff level reports, responses to queries, justifications, and background papers and briefings on the technical aspects of areas of expertise and assignments. Responsible for providing essential facts, alternative plans, predictive analysis, review of agencies concerned, and engineering analyses of advantages and disadvantages of proposals and recommendations. DUTY 3: In a Career Broadening capacity, serves as the technical lead in a variety of agency and functional area organizations with HAF offices, OSD offices, OMB, MAJCOMs as well as the Air Force Installation and Mission Support Center (AFIMSC), the Air Force Civil Engineer Center (AFCEC). As the ISP focal point within the Air Force corporate process for PPBE, performs day-to-day management of the Panel functions. Duties include acting as liaison between the Directorate of Resource Integration (AF/A4P), Directorate of Civil Engineering (AF/A4C), Directorate of Security Forces (AF/A4S), and other resource programming organizations, to include AF/A8, SAF/FMB, SAF/FMP, AF/A4, the Assistant Secretary of Defense (Cost Assessment and Program Evaluation) (OSD(CAPE)), and the DoD Comptroller. Tracks SP3/PPBS activities--including schedules, policies, practices, and guidance--and provides advice to the ISP Chair on actions required to meet directives regarding the formulation of all aspects of the PPBE cycle. Also performs contacts and coordination in the ISP Point-of-Contact (POC) function, with resource programming activities in the Major Commands. DUTY 4: In a Career Broadening capacity, leads and performs special studies and develops briefings. Using fiscal programming background, directs and conducts, internal to the ISP, special analyses to support development and defense of installation support and Installation Support programs and budgets. Reviews and analyzes DoD and Air Force fiscal Guidance. Assists in the assessment of the impacts of planning guidance and develops appropriate and effective inputs to the ISP Chair for Air Force guidance for programs managed by the ISP. Furnishes studies, models, forecasts, and other products to the ISP Chair as necessary to strengthen decision making within the resource allocation process. Recommends to the ISP Chair effective and appropriate methods for apportioning resources. Prepares compelling briefings in automated format. DUTY 5: In a Career Broadening capacity, manages Air Force Program Change Requests (PCRs). Serves as primary POC for management of all PCRs received by the Director of Civil Engineers. Analyzes PCRs for impact to ISP programs. Final product for each PCR reviewed will be a memo from AF/A4PR to the PCR originator with the consolidated comments. The incumbent will learn how to best approach recommended courses of actions for decision-making to the AF/A4PR using knowledge and analysis, as well as the results and outcomes of those decisions. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and ability applicable to a wide range of environmental practices, techniques, and procedures to effectively perform project management within the environmental quality program, as well as familiarity with the Environmental Impact Analysis Process. Knowledge of environmental quality programs involving federal/state compliance procedures and standards associated with air, water, solid waste, hazardous materials, hazardous waste, pollution prevention, natural resources, historic preservation, and the National Environmental Policy Act (NEPA). Such knowledge and skill are necessary to make decisions and recommendations concerning assigned environmental quality program(s). Knowledge may be obtainable through extensive experience working at the federal and state levels of government and or specialized training courses offered by these agencies. Knowledge of Air Force and DoD planning, programming, budgeting, and execution (PPBE) and Strategic Planning and Programming Process (SP3). Knowledge and understanding of Installation Support programs; specifically including Civil Engineer programs. Knowledge of base, major command, and Air Staff engineering organizational structures and how they operate, and interface is highly desirable. Ability to communicate both orally and in writing and maintain good working relationships with federal and state regulators, technical personnel, commanders and higher echelons to explain the applicability of environmental plans, programs and technical studies to existing federal and state environmental regulations and standards. Ability to research, analyze, interpret, and apply guidelines, regulations, and policies, as well as form long-range plans and incorporate planning into the full range of activities. Ability to utilize Information Technology systems that relate to PPBE and SP3. Education Additional Information PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months.
