Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: As a General Equipment Mechanic with the Maintenance Section, you will perform journeyman level maintenance on mechanically-operated (electric, hydraulic, pneumatic, or combinations thereof) lock structures on the Red or Ouachita/Black River Systems and tributaries of these rivers. Responsibilities Perform diagnostic maintenance inspections, preventive maintenance, and test on all lock operation systems. Determine the extent of needed repairs and perform operational inspections. Perform welder duties using electric acetylene and/or inert gas shielded welding processes. Install, repair and maintain high pressure piping systems such as hydraulic and high pressure air or oil line systems. Perform major and minor repairs to lock operating systems, machinery, structural components, and related equipment at regularly scheduled intervals to minimize costly delays to river traffic. Perform work from building plans, sketches and schematics to troubleshoot, layout and fabricate. Regularly operates a large mobile crane often in work area restricted in maneuverability, such as from a barge or lock wall. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Note: If selected at WY-10 level, the incumbent must be willing to obtain and maintain a Class A CDL with Air Brake Endorsement within 18-24 months from the date of hire. Note: If selected at WY-10 level, the incumbent must be willing to obtain and maintain a 4G Welding Certification with 18-24 months from the date of hire. (The exact timeframe is at management discretion.) Note: If selected at WY-11 level, the incumbent must currently possess a Class A CDL with Air Brake Endorsement and a 4G Certification in Welding.(A copy of your valid Class A CDL and 4G Welding Certificate must be submitted with this application.) Minimum Qualifications (Screen Out Element) WY-4737-10: Ability to do the work of a(n) General Equipment Mechanic without more than normal supervision which includes performing maintenance on mechanically operated lock structures that vary in size, making a wide range of simple welds on flat surfaces, assisting in maintenance inspection, assisting in the installation of air, water, hydraulic line, etc., assisting in the repair of gas and diesel engines.- Failure to meet this Screen Out Element will result in an ineligible rating. Minimum Qualifications (Screen Out Element) WY-4737-11: Ability to do the work of a(n) General Equipment Mechanic without more than normal supervision which includes performing the full range of diagnostic maintenance inspections, preventive maintenance, repairs, parts replacement, and/or major overhaul on all lock operating systems, machinery, structural components equipment at navigational locks, electrically and/or hydraulically operates gates and valves; and working with light, heavy gauge and hardened metals, welding all the various types of weldable items assigned, using flat, vertical, horizontal, and overhead positions.- Failure to meet this Screen Out Element will result in an ineligible rating. Physical Effort: Work normally requires frequent standing, stooping, stretching, climbing, and crouching. Lifting and carrying items weighing up to 50 pounds. Carries objects weighing up to 30 pounds for short distance on an occasional basis. All major duties of the position performed in locations where extensive standing, stooping, stretching, climbing and lifting are not necessary to effectively accomplish the tasks. Uses normal coordination of eyes, hands, legs and body in installing, repairing,-operating, or testing equipment in locations easily accessible such as lockwalls, machinery recesses, lock chambers maintenance shops and yards. Occasionally climbs short ladders (i.e., to gain access to crane cab and machinery recess, etc.). Occasionally works from scaffolding and suspended stages. Directs lower graded employees to assist and to accomplish heavy lifting and carrying. Working Conditions: Works inside and outside during the day or night, subject to inclement weather, on high structures usually over water which is frequently turbulent, in the proximity of moving machinery and high voltage electrical equipment on scaffolds and from slings. Occasionally will work behind bulkheads below the water level. Incumbent is also subject to falls, drowning, injury or discomfort and when inside, exposure to drafts, changing temperatures, and loud noises. Uses safety equipment such as protective ear devices, hard hats, hard toe shoes, respirators, and protective clothing. Working conditions have been considered in the evaluation of the job and environmental differential pay is not warranted for duties performed. Is normally assigned to the day shift, but is subject to call during other shifts in case of extreme emergency or other conditions requiring round-the-clock repair activities to restore lock to operational status. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
