Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GENERAL SUPPLY SPECIALIST (Title 32), Position Description Number D1975000 and is part of the IL 182 AW, National Guard. Responsibilities As a GENERAL SUPPLY SPECIALIST (Title 32), GS-2001-9, you will ensure accountability of in-use equipment and provide management control, oversight, coordination, and implementation of all equipment accounted for by the ANG Assistant USPFO/Accountable Officer. Major Duties - This is NOT an all-inclusive list: Verify accountability of all capital equipment, nuclear related equipment, Communications Security (COMSEC) equipment, and perform a 10% random sample of remaining accountable assets. Identify and analyze needs for reduced/increased equipment authorizations and significant technical changes. Identify, analyze, interpret, and apply equipment allowance criteria to support assigned mission(s), weapons system(s), and other base equipment authorizations. Identify unserviceable assets and determine the need and feasibility of contract or other maintenance. Ensure deployed custodians are appointed and trained and understand what actions are required upon arrival at deployed location. Evaluate training needs of assigned subordinates, both full time and drill status personnel, and develop and administer required training. Plan, conduct, and coordinate equipment changes based on acquisitions of new weapons systems or changes in unit mission and supported functions. Review and analyze data from which budget estimates are developed pertaining to equipment requirements. Ensure accountability of equipment assets purchased with the GPC and/or through Base Contracting. Provide the responsible officer and the responsible officer's group and wing commanders with a written report that identifies strengths, findings and observations. Measure schedule effectiveness to ensure organizational visits are conducted annually and brief schedule effectiveness to Materiel Management Flight Chief and LRS/CC. Meet with customers to assess customer satisfaction, explain organization policy and procedures, and to resolve significant and/or potential problems. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Must be able to obtain and maintain the required security clearance. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted Only - May not exceed the rank of SSgt. GENERAL EXPERIENCE: MUST possess experience, education or training involving administration of supply management, storage, cataloging, packaging and distribution or other work which provide a general knowledge of one or more aspects of the supply field; Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-09 Level - MUST possess specialized experience which includes at least 1-year equivalent to or at the next lower grade. Demonstrated ability researching documents or other resources to coordinate inventory requirements. Knowledge of stock levels, inventory, shipping, receiving, requisitioning and requirements of supplies and equipment. Experience involving the control of supply stocks and accounting for equipment. Knowledge of supply management, cataloging, maintenance, and disposal procedures. Experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. Demonstrated experience with cost estimates, budgets, or funding management. Experience conducting extensive and exhaustive searches for required information, reconstruct records for complex supply transactions, and/or provide supply operations support for supply activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
