Agency Overview:

AF IT is a unit under the Executive Office for Administration Finance (AF) and is overseen by the AF IT Secretariat Chief Information Officer (AF SCIO). AF IT is comprised of more than 200 employees working on IT systems and applications for 15 various AF agencies. AF IT oversees and provides all the IT application support for these agencies to ensure their IT operations are running effectively and efficiently.

One of the key agencies within AF is the Department of Revenue (DOR). With support of AF IT, DOR's Tax administration division utilizes GeniSys, an integrated tax system built on GenTax, a commercial off-the-shelf COTS solution developed by Fast Enterprises.AF IT is seeking a developer to join the GeniSys team within the Business Applications Bureau.

Duties Responsibilities:

Design and develop code using VB.Net.Analyze code and component dependencies and develop in a configuration-based system.Work with SQL server databases.Understand process design and technical requirements documentation.Work both independently and within a project team to design, develop and deliver software solutions for new and existing functionality.Analyze and build data for tests, triage defects to draw conclusions, define issues and make appropriate recommendations.Act as a reliable source for early feedback on new functionality and feature changes.Document work and knowledge transfer as required.Identify and communicates issues and concerns, recording and escalating where necessary.Collaborates with the entire GeniSys Program Team and with vendors, regularly attending meetings and gathering and providing information.Ensure program requirements are being met and conforms to project plans and project delivery expectation timelines.

Preferred Qualifications:

4-5 years of Software development experience using VB.Net.Proficient in SQL Server database development techniques.Proficient in Microsoft Office Suite (Excel, Word, PowerPoint).Excellent analytical, problem-solving, and interpersonal skills.Strong oral and written communication skills with the ability to communicate at all levels of the organization.Superior organizational skills, self-driven with attention to detail and follow-through on tasks.Knowledge of Tax business processes.

This position is assigned to AF IT’s offices at, MITC 200 Arlington Street, Chelsea, Massachusetts. Currently, this position will require in-person and virtual presence, as assigned by the supervisor. The offices at MITC are MBTA accessible.

An external candidate recommended for a position with the Executive Office for Administration and Finance IT will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.
