Woolpert is hiring a GeoBase Strategy Consultant (Technical Consultant SME I) to join our dynamic Department of the Air Force (DAF) GeoBase team based in San Antonio, Texas. This is an on-site role with a schedule of 4 days working at the Air Force Civil Engineer Center (AFCEC) on Lackland Air Force Base and 1 day working remotely.

This consultant will be part of a Woolpert geospatial strategy team assisting the AFCEC Geospatial Subject Matter Expert (SME) and DAF GeoBase program leadership to organize, implement, and sustain a robust enterprise geospatial program and capabilities in accordance with Department of Defense policy.  This individual will assist the AFCEC SME in establishing and maintaining program support documentation, resourcing plans, strategies, performance measures, maturity models, governance models and charters, best practices, briefings, and white papers.

Responsibilities

 

As a GeoBase Strategy Consultant (Technical Consultant SME I) at Woolpert, you will:

Assist program leadership with policy, governance, guidance, resourcing, portfolio management, and DAF Civil Engineering geospatial enterprise requirements Provide high-level strategic program consulting services by applying DOTmLPF-P$ (Doctrine, Organization, Training, materiel, Leadership, Personnel, Facilities, Policy, and funding) principles and approaches to align geospatial resources with DAF Civil Engineering and mission partner objectivesAnalyze operational processes and provide recommendations regarding acquisition of emerging geospatial technologies and adoption of protocols and processes for more efficient and effective enterprise resource managementDevelop program support documentation based on client requirements and recommendationsDevelop and refine program advancement strategies and governance models, using performance measures, maturity models, and industry best practicesDraft executive advocacy briefings and white papers for senior DAF and DoD leadership that provides expert guidance for implementing enterprise geospatial capabilities that support DAF and DoD missions Qualifications

Minimum Requirements 

US citizenshipMust have or be eligible for a SECRET security clearanceWillingness to undergo a pre-employment background verification and drug screeningMust have a BA/BS, MA/MS, and at least twelve (12) years of related Department of Defense leadership experienceMust have demonstrated expert communication skills, both verbal and writtenMust be able to respond effectively to sensitive inquiries from clients, regulatory agencies, and/or members of the federal governmentMust be able to quickly establish and maintain credibility and professional rapport with Department of the Air Force leaders and executivesMust be able to compose and effectively deliver compelling presentations on complex technology issues that are conveyed in a manner to show alignment with doctrine, policies and strategies for senior leaders and executivesMust possess keen decision-making skills using experience-based analytical reasoning and informed judgementMust be able to function as a consummate team player and maintain rapport with employees and executives alike

Preferred Qualifications

Leadership experience within the Department of the Air Force at the squadron, group, or wing levels enabling them to effectively facilitate achieving consensus from a broad array of stakeholdersAt least two years of experience as a staff member supporting the Secretary of the Air Force, the United States Air Force Chief of Staff, or another Federal agency where they composed Federal or Department of the Air Force policies, guidance, or other similar communications or presentationsExperience doing Staff work and coordinating with HQExperienced in applying Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy (DOTmLPF-P) principles Experience working in or with DAF FM on ExPlan, POM, and DAF Budget functionsExperience acting as a COR, managing contracts, and onboarding contract support personnel (contractors)Experience developing white papers, background bullet papers and other documentsExperience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) GIS data standard or other defined spatial data model
