This role leads strategic planning, policy development, and collaboration with customers, stakeholders, and fellow civil engineers to support the city’s climate and clean energy goals. Essential Functions Performs highly complex and specialized tasks requiring considerable judgment, independent analysis and decision making. Provides leadership, coaching, and/or mentoring to a subordinate group. Supports the geothermal manager with utility management and operations and directs the utility on a temporary basis during manager absences. Executes special projects through scoping and implementation in accordance with project management best practices. Leads efforts to expand and grow the geothermal utility. Develops and implements strategies to attract new and existing buildings/customers to the utility. Understands and documents identified barriers that prevent customers from utilizing the geothermal system and leads the development of strategy and policy to remove these barriers. Coordinates with internal staff, state agencies and external stakeholders to increase the geothermal utility water supply. Develops programs and training materials to educate architects, engineers, building management/maintenance companies and heating and ventilation providers on the financial and operational benefits of using geothermal for heating buildings and delivers these programs through various outreach and engagement methods in coordination with the Office of Community Engagement and other external partners, as appropriate. Represents the city in local, regional and national working groups on geothermal energy. Collaborates with staff and stakeholders to respond to legislative issues and support state or national policy changes that benefit the utility. Identifies and solicits external funding sources including grants, cost share and other funding opportunities to support the geothermal system. Educates the public, community and organizations on the benefits of geothermal by presenting at conferences, providing tours and special functions. Develops presentation materials and delivers presentations to the department and city leadership to report on metrics including utility growth, progress and initiatives. Requirements Required Knowledge, Experience, And Training + Bachelor's degree in business administration, engineering, construction management, public administration, applied science, education, architecture, sustainability or environmental fields, and 6 years of experience, or an equivalent combination of education and/or experience. Knowledge of: + customer service fundamentals; + architecture and engineering; + hydraulics; + construction best practices; + marketing best practices; + environmental programs; + utility management; + project management fundamentals; and + local, state and federal regulations affecting energy. Ability to: + interpret and perform detailed analysis of highly complex plans and proposals; + collaborate and motivate results toward geothermal utility initiatives; + oversee and execute projects; + develop strategic plans and initiatives; + assess training needs; + develop metrics and strategies to ensure metrics are met; + work collaboratively with internal and external stakeholders; + develop fact sheets, program information, and presentation materials; + engage in public speaking events; + communicate effectively in the English language at a level necessary for efficient job performance; and + perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation. Individuals must be capable of operating vehicles safely and have an acceptable driving record. Preferred Knowledge, Experience, And Training Master's degree in engineering, public administration, natural sciences, finance or related field and nine years progressively responsible experience managing energy utility programs or renewable energy initiatives or leading marketing and outreach programs in a relevant manner to this position. Working knowledge of pressurized systems. EIT License. Project management certification. Licensing And Other Requirements Valid state-issued driver's license.
