Ghana Enhancing Trade and Finance - DCOP

BACKGROUND 

The USAID Ghana Enhancing Trade and Finance (ETF) program is a five-year, purpose of the Enhancing Trade and Finance activity (ETF) is to mobilize finance and investment in targeted sectors of the Ghanaian economy (including, but not limited to, agriculture, climate mitigation and adaptation, trade, apparel, Water, Sanitation and Hygiene (WASH), renewable energy sectors, etc.) and create jobs. The activity will ensure the development of a broad and diverse finance market which is able to meet financing needs of different business types through increased private sector investment. In addition, the activity will enhance trade by creating linkages to improved markets and empowering Small Medium Enterprises (SME) with growth potential to seize trade and investment opportunities and meet foreign market standards. The position will be based in Accra, Ghana.  

OBJECTIVES AND DUTIES 

The Deputy Chief of Party (DCOP) is responsible for directly supporting the Chief of Party (COP) in the technical, operational and strategic management of program activities, including oversight of other senior technical and/or operational staff. 

Tasks include, but are not limited to: 

Support the COP to ensure an integrated approach to program activities across ETF’s regional, technical, operations, communications, and MEL teams and the completion of project deliverables in line with the project work plans and contract. 

Support the COP to set results-oriented vision for project, working with technical leads to operationalize vision, ensuring sustainability and scalability. 

Lead annual the work plan development process, quality assurance for program deliverables, and the preparation of reports and deliverables in line with USAID standards and guidelines. 

Support the COP in representing DAI and in managing relations with USAID and liaising with counterparts, key stakeholders, and local government officials/authorities. 

Continuously evaluate the performance of program activities and collaborate with the COP and technical teams for continuous improvement, monitor risks, and ensure compliance with donor policies and regulations.  

 

QUALIFICATIONS 

Advanced degree in development, business administration, finance, or related discipline and 10+ years of relevant work experience; or bachelor’s degree in aforementioned fields and 12+ years of relevant work experience. 

Demonstrated technical experience in one or more of the following technical areas: finance, investment, trade, private sector development and/or business enabling environment, preferred and/or demonstrated past experience in managing finance and accounting, human resources, and operations, preferred.  

Experience managing large, complex donor-funded international development programs (Ghana experience is required) 

Excellent Organizational and analytical skills  

Experience working on international donor-funded programs is required, USAID or USG experience is highly preferred.
