Complete Description:

Work entails GIS data manipulation and analysis which will include quality assurance, creation and maintenance of spatial data topology and attributes, format manipulation, geo-referencing, and datum and projection transformations. Work will also involve providing technical support relating to software and data usage to entry level GIS users. Work is performed under detailed direction with moderate supervision.

 

Duties:

1.Manipulate and analyse GIS Cadastral data which will include quality assurance, use of  topology rules and attributes, format manipulation, georeferencing.

2.Compile, attribute, edit and maintain GIS Cadastral data in geographic and operational databases and their associated documentation.

3.Develop and utilize queries and other GIS Cadastral tools to quality control and analyze spatial data, assist in decision-making, generate map products, and to ensure data quality.

4.Research and implement database processes to integrate complex geospatial Cadastral databases from sources such as counties or cities into Statewide GeoSpatial Clearinghouse.

5.Communicate issues and errors to constituents in meaningful ways to correct and enhance data quality, this includes technical support and training of entry level GIS users.

6.Respond to technical questions from GIS users needing assistance and resolves problems; refers and discusses complex problems with supervisor or other designated contacts as appropriate.

7.Ensure that GIS data and data processing procedures adhere to standards, policies and other guidelines.

8.Occasionally travel to county locations to meet with constituents on data, and programs and represent the agency with the highest standards of conduct.

 

Required Abilities:

•Strong foundation using ESRI software.

•Understanding of Topological Concepts and Applications.

•Experience interpreting Ortho Imagery.

•Experience reading and interpreting legal descriptions of tax properties.

•Experience using Coordinate Geometry (COGO) using ESRI products.

•Experience Georeferencing Cadastral records using ESRI products.

•Experience with CAMA systems, preferably within Arkansas.

•Experience with Python Scripting is a bonus.

•Ability to communicate complex GIS concepts to entry level users.

•Ability to focus on individual tasks.

•Ability to work in a team environment.

•Organizational and Time Management.

•Manage and report time spent on all work activities.

•Independent problem solving and troubleshooting.

 

Minimum Qualifications:

A Minimum of three (3) years of Experience in each of the following:

 

The use of GIS for Cadastral Mapping

ArcGIS software for developing GIS databases

COGO & CAMA

ArcEditor data creation, editing and topology tools

Create cartographically pleasing outputs

Communicate technical information effectively written & verbal

 

Skills:

Experience with GIS for Cadastral Mapping

Required 3 Years

 

Experience using Coordinate Geometry (COGO) using ESRI products

Required 3 Years

 

ArcGIS software for developing GIS databases

Required 3 Years

 

ArcEditor data creation, editing and topology tools
