Description
The purpose of this class within the organization is to provide GIS support, including system and user support, and GIS project coordination, design, and implementation specific to the needs of Lee County Public Safety and its stakeholders.
This class works under general supervision, reporting major activities through periodic meetings.
Duties and Responsibilities
+ The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
+ Provide GIS project coordination to include project scope, data design and collection processes, data presentation methods and techniques including interactive websites to benefit the departments and the public.
+ Performs planning, developing and production of graphic, digital and printed materials; designs, creates, and maintains, or obtains GIS datasets for inclusion into the County's enterprise geodatabase; writes metadata to document data.
+ Maintains enterprise GIS databases, including routine tuning of GIS databases; replicates data from source-controlled input locations to enterprise consumption locations; devises and maintains schemas to support such data.
+ Maintains the 9-1-1 database for the Lee County Enhanced 9-1-1 and the NENA NG9-1-1 GIS Data model for the future Next Generation Core Services Emergency Telephone system.
+ Coordinates GIS and addressing actions with municipalities, citizens, census bureau, fire districts, post offices, property appraiser, and emergency service providers.
+ Provides editing, mapping and spatial analysis services and cartographic products and reports using tools including ArcView, ArcGIS Desktop, ArcGIS Server, and ArcPro.
+ Identifies, validates, and corrects errors in GIS models and information through field, aerial or drone flight analysis.
+ Distributes GIS data, aerials, LiDAR data, building information modeling, 2D & 3D maps to public safety agencies and other stakeholders.
+ Administers Public Safety GIS-dependent applications including routine maintenance/updates and major application upgrades and deployments.
+ Troubleshoots Public Safety GIS issues; manages users' account access and privileges to various Public Safety GIS data and deployed application tools.
+ Performs complex queries and database manipulations often in an SQL database environment to support GIS on a routine and ad-hoc basis.
+ Develops processes, applications or APIs to extract and transform data for public safety computer aided dispatch systems and other third-party applications for consumption or repository.
+ Act as a liaison between the GIS department and public safety agencies, ensuring GIS solutions meet operational needs. Regularly engage with fire, police, EMS, and emergency management to identify GIS needs and to ensure effective communication and support.
+ Work on integrating real-time data sources (e.g., GPS from emergency vehicles, drone data) into GIS systems to support operational decision-making during active incidents. Ensure that GIS applications provide first responders with real-time, actionable insights for efficient resource deployment.
+ Design and maintain interactive GIS dashboards for public safety, showing real-time data, incidents, response times, resource status, and other key performance indicators. Ensure dashboards are user-friendly and tailored to different user needs (e.g., dispatchers, field personnel).
+ Stay current with emerging trends in GIS technology, public safety applications, and best practices. Evaluate and recommend new tools, technologies, and techniques that could improve GIS functionality, user experience, and integration with other public safety systems.
+ Ensure that GIS systems comply with industry standards (e.g., NENA NG9-1-1 GIS Data Model, FGDC metadata standards) and regulations specific to public safety and emergency services. Keep up-to-date with changes in public safety-related GIS standards and regulations.
+ Performs related work as assigned.
Education, Experience, Licensing
+ Education and Experience : Requires any combination of education and experience equivalent to a Bachelor's Degree in geography, planning, engineering, or closely related field and two years of geographic information system (GIS) or closely related experience.
+ Driver’s License : Possession of a valid driver's license and acceptable driving required is required.
+ Background Checks: Successful completion of a criminal history background investigation is required prior to employment.
+ Preferred Requirement: A focus on public safety or similar high-availability environments is a plus.
Supplemental Information
+ Communication Skills: You must be able to communicate clearly both verbally and in writing.
+ Technical Knowledge:
+ Familiarity with the unique requirements of public safety technology systems is a plus.
+ Experience/Knowledge of public Safety Computer-Aided Dispatch GIS systems is a plus.
The position's work schedule is Monday through Friday, from 8:00 a.m. to 5:00 p.m.
