GIS GeoBase Manager
**Purpose and Scope:** Perform GIS and GeoBase activities IAW DOD, DAFI 32-10112, DAF GeoBase Program Guidance and Policies, Section 2.12, Chapter 3, and AFCEC Geospatial Integration Office program management. This position is in support of the Air Force Contract Augmentation Program (AFCAP) and is located at Ascension Island Auxiliary Airfield (AAAF). **Essential Responsibilities:** + Utilize GeoBase as the Air Force program for installation GIS, utilizing an enterprise GIS geared toward meeting AF civil engineering and mission requirements for facilities management. + Comply with GeoBase Common Installation Picture (CIP), Mission Data Set (MDS), Mission Data Layers (MDL) control documents, and the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) Air Force Adaptation specifications, data quality requirements, and reporting. + Document and maintain facility floor plans as required by the COR that are consistent with the Space Use Data Set (SUDS). + Provide engineering surveys for facility projects, construction layout, utility location, and disaster response surveys (e.g., topography, boundary, construction, and route). + Perform surveys for airfield waivers, line-of-sight issues, topographic mapping, parcel boundaries, locations of existing construction and layouts of new facilities on selected sites, to meet engineering requirements and related services (e.g., topographic surveys, static Global Positioning System (GPS), Real-Time Kinematic (RTK), control surveys, and boundary surveys) using Contractor-provided equipment utilizing survey and resource grade GPS, Range Finders, and Total Stations to perform surveys, and save the survey data within the GIS database. The Contractor shall create and maintain any additional feature classes and layers as needed. + Create and print custom maps via Defense Area Printing Service (DAPS) or other Government-directed system upon the request of the COR. The Contractor shall save the maps to the Government IDMS or other media as requested. + Complete CIP, MDS, MDL, master facilities plan, and infrastructure maps updates + Provide updated CIP maps when there’s changes to infrastructure on the installation i.e. (new buildings/roads, demolished buildings/roads, or airfield changes) both printed and electronically. + Update the GIS database to ensure the database reflects current configurations. + Edit, maintain and add new GIS data with designated AutoCAD and/or ARCGIS and ARCSDE versions as required. + Survey all new construction, repair, open utility lines, and provide SDSFIE compliant GIS shapefiles. + Complete drawings in GIS and makes drawings available within two (2) working days. **Minimum Position Knowledge, Skills and Abilities Required:** + Bachelor’s degree and two (2) years computer technology experience. + Must be a technician with at least five (5) years’ experience. + Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance. + Preference will be given to individuals who have worked on US Government and Military domestic and international projects. + Experience in the use of documents relating to the development of projects, contracting, and construction is necessary. + Working knowledge of Design Review, Project Mobilization, Quality Compliance, QA, Safety, Project Controls. + Proficient in AutoCAD 2009 or later and use AutoCAD to create presentable and accurate facility and infrastructure plans for concept and statement of work requirements for project execution. + Excellent communications, effective leadership and interpersonal skills. + Computer literate; can use Microsoft Office and Project, etc. + Ability to read and write English is required. + Candidate is required to be a USN to fill this position. + Strong ability to work and lead as a member of a diverse, dynamic team. + Outstanding problem-solving skills and sound judgment. + Possess a valid state issued driver’s license and passport. + Ability to successfully pass contract medical requirements and maintain requirements for duration of deployment. **Work Environment, Physical Demands, and Mental Demands:** + Must possess planning/organizing skills and must be able to work under deadlines. + Involves work typical of office environment with no unusual hazards, occasional lifting to 20 pounds. + Constant sitting with occasional use of computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, + Must possess planning/organizing skills and must be able to work under deadlines. + Some positions involve work in environments (e.g., shipboard, labs, outside locations, etc.) where mechanical equipment, etc. is installed, tested, analyzed/monitored, operated, and/or maintained. **OTHER RESPONSIBILITIES** **Safety** - Amentum enforces a safety culture whereby all employees have the responsibility for continuously developing and maintaining a safe work environment.
