GIS Manager

Salary Range $76,553-$123,250

Purpose of Classification: 

The purpose of this classification is to manage the operations and staff of the Enterprise Geographic Information Systems (GIS)  and to provide technical expertise to other County departments.   

Essential Functions:  

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. 

Manages, directs, trains and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures. 

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to Director, GIS; and assists with the revision of procedure manuals as appropriate. 

Assists in the development and management of GIS project plans including defining requirements, tasks, and resource assignments, ensuring that approved quality levels and deadlines are met;   interacts with user departments and County officials to identify opportunities for geographic information systems applications and provide solutions and training;  ensures that all departments and business systems involved in the Permitting, Planning, Business License and Code Enforcement are receiving pertinent GIS updates. 

Manages address database and data requirements for the Tritech 911 Dispatch software, Hansen Permitting software, and Water billing Software; assists in the extention of GIS and ESRI Enterprise implementation; manage the development of customer driven web-maps/ apps/dashboards;  organize GIS constituent services solutions to assist DeKalb citizens. 

Meets with departments, municipalities, local agencies, and organizations to discuss GIS data issues and the relationship of the GIS to other business systems and programs; and collaborates with other parties on obtaining accurate and complete information and maximizing resources. 

Evaluates the functionality of systems, keeps up-to-date with new technology and investigates new applications; attends and participates in professional associations, meetings, seminars, conferences and trainings to stay abreast of new trends and innovations in the field of GIS technology; Evaluates the functionality of systems, keeps up-to-date with new technology and investigates new applications.  

 Minimum Qualifications: 

Bachelor's degree in GIS, Geography, Information Technology, Engineering, or related field required; five years of experience in GIS mapping and database software, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 

Specific License or Certification Required:  Must possess and maintain a valid Georgia driver’s license and  possession and maintenance of GIS Professional Certification (GISP) preferred
