About Indiana Office of Technology: The Indiana Office of Technology provides cost-effective, secure, consistent, reliable enterprise-technology services to our partner agencies so that they can better serve our mutual customer, the Hoosier taxpayer. IOT will also act as the technology and solution enabler for the State, helping its partner agencies achieve business objectives and innovation. Role Overview: GIS Outreach Coordinators focus on their local area to represent the IGIO to county and local governments and stakeholders across other sectors. The coordinators support and advance the IGIO’s programs and projects which include the award-winning Data Harvest program, the Imagery & Elevation programs, and the IndianaMap open data portal. Your initial priority will be the Data Harvest program and related coordination with local governments to improve the quality of the data, the processes by which the data is maintained and provided to the state, and the frequency of updates. You will create, foster, and support relationships with stakeholders and serve as a local resource for IGIO-related questions. This is a Field based role that will support Southern Indiana. This position will require travel throughout Southern Indiana including some travel to Indianapolis IOT offices. An average week will require 50% travel and the remainder from an approved remote location. Key outcomes for these roles are: + Work with the GIO, Deputy GIOs, and fellow Outreach Coordinators to prioritize tasks and contacts, set the vision, and document information gathered during outreach efforts. + Establish and maintain a network of local stakeholders and participate in relevant local user group meetings. + Promote the IGIO’s programs. This position require: + A strong knowledge of GIS and data standards. Experience with NENA’s NG-9-1-1 standard. + Attention to detail. + In-depth knowledge of GIS software, such as Esri’s suite of products or QGIS. + Excellent communication skills. Salary Statement: The salary for this position traditionally starts at $61,022.00 but may be commensurate with education or work experience. A Day in the Life: The essential functions of this role are as follows: + Conducts geographic information system (GIS) program activities, utilizing GIS hardware and software to produce maps, spatial databases, and thematic data; + Digitizes and maintains spatial databases of information; documents procedures, validates data for accuracy and completeness, completes approved metadata forms and produces maps of the resulting information; + Receives, reviews, and resolves GIS user support tickets and requests; + Assists with periodic GIS system and software upgrades, including testing and reporting of issues pre-release; + Evaluates information and data from outside sources to determine the quality of the data; + Writes programs and develops user interfaces, menus, and macro-level commands to meet user needs in addition to performing simple spatial analyses and producing reports according to customer specifications; + Coordinates and communicates on the sharing of spatial data and the create and maintain public facing web maps and applications hosted in the GIO Enterprise; + Collaborates with application development teams on projects to optimize and enable the use of State of Indiana standardized geocoding and location validation tools. What You'll Need for Success: The ideal candidate in this role should minimally have either + a Bachelor’s Degree, or + at least 4+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role. Related certifications and coursework may be considered for education or experience. + Working knowledge of and the ability to make practical application of geography, cartography, GIS software and tools, and principles, practices, terminology, and technology of GIS; + Ability to create spatial and related data; + Working knowledge of database concepts, such as versioning, keys, and schemas. + Basic understanding of data collection processes and challenges, including sourced data from services, downloads, or other delivery methods; + Ability to integrate spatial data from several sources, identify clean and unusable data, and solution a process for cleaning of the data; + Ability to apply, read and edit standard Python programming language and ESRI Python scripting libraries (ArcPy and ArcGIS); + Ability to configure map, feature, and image services based on customer use and ESRI best practices, to achieve optimal performance; + Ability to organize web user permissions logically (creating groups, assigning to appropriate ESRI user levels, etc.), and integrate new users and content into existing permissions structure easily; + Ability to support state agencies with their data editing workflows; + Ability to administer, manage, and process datasets in a multi-user, versioned enterprise geodatabase, such as ArcSDE; + Ability to organize database user permissions logically and integrate new users and datasets into existing permissions structure easily; + Some familiarity with or exposure to open-source solutions, for instance, GeoServer and QGIS (any non-ESRI products); + Ability to change one’s mind easily if given sufficient evidence and adopts the scientific method to solve problems; Supervisory Responsibilities/Direct Reports: This role may be utilized in a supervisory capacity based on agency needs.
