Banyan Global is seeking short and long-term technical experts for upcoming donor-funded opportunities that aim to support host country government public financial management (PFM) capacity and systems. Consultants will provide technical and advisory services to improve the capacity of public institutions at all levels of government and civil society helping to sustain economic resilience.

 

Responsibilities

Tasks will be wide ranging and may include work related to:

Strengthening Budgetary Processes: Enhancing the capacity of government institutions to design, implement, and monitor transparent and inclusive budgets at the national and sub-national levels.Improving Public Expenditure Management: Developing systems and processes to ensure efficient allocation and use of public resources, including tracking expenditures in real-time.Tax Administration and Revenue Mobilization: Supporting reforms to improve domestic revenue generation, tax policy development, and capacity building for tax authorities.Procurement Reform and Transparency: Developing e-procurement systems, training government staff on procurement best practices, and reducing corruption risks in public procurement.Internal Controls and Financial Accountability: Strengthening government audit institutions, implementing internal control frameworks, and building capacity for fraud prevention.Debt Management and Fiscal Policy: Building the capacity of governments to manage debt sustainably, conduct debt sustainability analyses, and develop responsible fiscal policies.Capacity Building: Designing and delivering training programs for public officials on budgeting, financial reporting, auditing, and anti-corruption measures.

This call is open to applicants from all countries; assignments are contingent on funding.

Qualifications Education: Candidates must have an undergraduate degree or equivalent in a relevant field (economics, accounting, other) Master’s degree or PhD a plus.Excellent writing and communication skills in English required. Fluency in other languages.Ability to work independently, with strong attention to detail, and follow through on time in a fast-paced environment.A minimum of seven (7) years of experience delivering technical assistance in international settings to strengthen PFM, including government fiscal policy and revenue management, PFM systems assessments (e.g., PEFA, Tax Administration Diagnostic Assessment Tool [TADAT]), government expenditure management, public debt management, budget process cycles, pension system management and reform, debt sustainability analysis and fiscal risk management, tax policy reform, subnational PFM, and/or social protection system management and reform.Familiarity in anti-corruption frameworks and procurement reform systems.Familiarity with USAID localization and democracy, human rights and governance policies and practices highly preferred.Willingness to travel for assignments preferred.
