Job Description:
TD Securities Compliance team is seeking a Director level Global Head of Surveillance Quality Assurance.
Department Overview
Our team of trusted Surveillance Compliance professionals engages with key stakeholders across TD Securities, including Markets sales and trading leaders, Technology, Advisory Compliance, and Risk functions. The incumbent provides strategic guidance and independent oversight of the surveillance output and analyst dispositions of alerts, and suggested enhancements to the program. Through due diligence, and with a strong sense of integrity, we help mitigate potential risks to the surveillance program, and ultimately the global Markets business, by delivering and comprehensive and effective second-line compliance surveillance function.

Job Description
The Global Head of Surveillance Quality Assurance will lead a specialized function responsible for evaluating the effectiveness of the firm's surveillance framework across trade and communications monitoring. The incumbent will report to the Head of the Surveillance Intelligence Unit (Data Quality Team, Surveillance Quant Team, and Surveillance Quality Assurance Team), who in turn reports to the Global Head of Surveillance. This leader will ensure that surveillance alerts related to trading activities of firm employees (sales and trading) and clients, and employee electronic communications alert, are reviewed appropriately, with accurate dispositions and appropriate close-out commentary (rationale).
Leveraging data-driven methodologies, including Natural Language Processing (NLP) and advanced surveillance tools, this role will enhance existing surveillance quality assurance (QA) program and continue to drive accuracy, consistency, and compliance with departmental review procedures. The individual will collaborate closely with Trade Surveillance and Communications Surveillance Team leads, who are responsible for identifying and escalating potential market abuses to Advisory Compliance and business supervisors. The individual will be responsible for assuring that alert review processes align with firm requirements and global regulatory expectations.
Key Responsibilities:
• Evaluate and Enhance the Surveillance QA Program
Assess the design and operational effectiveness of the firm's existing Surveillance Quality Assurance function.
Implement enhancements to Surveillance QA processes, alert review standards, and technology infrastructure (e.g., case management system) to optimize the efficiency and accuracy of analyst alert reviews.
• Lead Quality Assurance Reviews & Drive Improvement
Conduct regular reviews of surveillance alerts across FX, Fixed Income, Commodities, Exchange-Traded Products, and Electronic Communications surveillance alerts.
Provide feedback to surveillance analysts and surveillance product heads (i.e., FX, FICC, Equities, and Communications Surveillance lead) to improve the accuracy, consistency, and completeness of alert reviews and alert dispositions.
Document review findings, highlighting emerging risks, process inefficiencies, and opportunities for process enhancement.
• Advance Surveillance Technology & Methodology
Partner with Surveillance Data Quants and Technology teams to refine the selection of alerts for Surveillance QA reviews using advanced methodologies, including NLP and statistical sampling.
Identify and prioritize opportunities for automation and system improvements in the firm's surveillance infrastructure.
Contribute to the refinement of alert parameters and tuning methodologies to improve surveillance effectiveness.
• Drive Stakeholder Engagement & Strategic Advisory
Work closely with Surveillance leadership, Advisory Compliance, and Technology teams to drive enhancements in surveillance review quality and methodology.
Act as a strategic advisor on evolving regulatory expectations, enforcement trends, and industry best practices in market manipulation surveillance across trade and communications.
Ensure the surveillance department aligns with global regulatory requirements (e.g., SEC, FINRA, CFTC, NFA, FCA, MAS, etc.) and industry standards for GSIBs (best practices).
Participate in industry conferences and forum on surveillance.
• Build & Lead a High-Performing Global QA Team
Define team goals, expectations, and performance metrics for a global surveillance quality assurance team.
Recruit, mentor, and manage a high-caliber team with expertise in trade and communications surveillance.
Foster a culture of continuous improvement, innovation, and accountability in surveillance QA practices
Qualifications & Experience
• Undergraduate degree required; advanced degree (JD, MBA, or Masters in Financial Engineer, Data Science, or Statistics) is a plus.
• 10+ years of experience in Surveillance, Audit (covering compliance, surveillance, and/or risk and control functions), or Surveillance Quality Assurance at a Global Systemically Important Bank (GSIB);
• Surveillance experience at Financial Market Regulator (e.g., SEC, FINRA, CFTC, NFA, or Exchange Market Surveillance department) is highly desired.
• In-depth knowledge of trade and communications surveillance tools and vendors, for detecting market abuse and manipulation.
• Product knowledge of FX, exchange traded products (listed option, equites, futures), and FICC highly desired.
• Strong understanding of global regulatory expectations for trade and communications surveillance programs, and deep understanding of market abuse behaviors surveillance that surveillance is intended to identify (e.g., spoofing, layering, insider trading, benchmark manipulation, marking the open/close/auctions, and collusion).
• Strong understanding of operational risk, and control testing requirements.
• Proven experience in leveraging technology, NLP, and data-driven techniques to optimize surveillance quality assurance processes highly desirable.
• Track record of leading global teams, mentoring, and developing talent within a high-risk financial environment.
• Expertise in regulatory and market surveillance technology, including surveillance models, alert tuning, and surveillance system enhancements.
• Strong analytical, communication, and stakeholder management skills, with the ability to influence key stakeholders, including business and technology teams.
• Proficiency in data analysis tools, Excel, and visualization tools is a plus.
• Track record of presenting at senior governance forums on key findings, enhancements, and overall effectiveness of a surveillance program.
The Director Compliance TDS oversees/leads a team(s) of specialists/professionals providing advice, guidance and expertise on regulatory requirements and assisting business units to manage their regulatory risk.
