Summary Statement:

 

The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory and administrative professionals.

 

Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Global Health Security Advisor under GHTASC. This position will be hired under Public Health Institute (PHI).

 

The Middle East (ME) Bureau Office of Technical Support (TS) provides intellectual, technical, and strategic leadership to the bureau on sectoral policies, priorities and budgets through analyses, strategy development, program design, technical assistance, stakeholder engagement, inter/intra agency coordination, advocacy, and information dissemination. ME/TS is comprised of five divisions: health, education, environment, economic growth, and democracy, rights and governance. The ME/TS Health Team (where this position will sit) is dedicated to addressing key health priorities across the Middle East and North Africa (MENA) and supporting our ME Missions to do so. Health Security programming in the region amounts to an estimated $10M regionally. The ME Health Team focuses on 1) strengthening, supporting, and elevating regional institutions and partnerships; 2) recognizing and leveraging multi-sectoral approaches responsive to key health and development challenges; 3) Mission support including for health staffed as well as limited health office presence countries and 4) identifying and communicating regional trends, challenges, and opportunities. The team includes an Essential Services Team Lead, Senior Health Advisor, Youth Advisor, and an Essential Services Program Analyst. The health team builds relationships between the Middle East Bureau (MEB) and other work units across the Agency and interagency, ensuring that the MENA context is applied to global health policy, programming, advocacy and decision-making.

 

The ME Bureau Health team routinely partners with the Bureau for Global Health’s Office of Infectious Diseases Emerging Threat Division (ETD) to support regional, sub-regional, and country-level global health security priorities in the region. When it comes to combating new, emerging, and re-emerging infectious diseases, USAID plays a unique role supporting preparedness, detection, and response by bringing together technical and programmatic expertise in global health to produce a comprehensive and holistic approach to global health security. The Emerging Threats Division’s Global Health Security (GHS) Program provides support for countries and regions to prevent, detect, and rapidly respond to outbreaks, epidemics, and pandemics more effectively. The GHS program implements projects across three countries in MENA to include advancing country capacities in the International Health Regulations through the Global Health Security Agenda (GHSA), and provides a framework for international, multi-sectoral, intra-, and inter-agency collaboration and coordination. USAID supports GHS through a portfolio of activities implemented and coordinated by the Emerging Threats Division.

 

Position Summary:

 

The Global Health Security Advisor will primarily support the ME/TS Health Team as a PHI Institutional Support Contractor (ISC). In this role, the selected candidate is responsible for supporting USAID’s efforts to advance GHS across the MENA region. The Global Health Security Advisor will work in close collaboration with teammates on the Essential Services Team and across the ME Bureau, the Emerging Threats Division in the Bureau for Global Health, as well as other USAID Bureaus, including the Bureau for Humanitarian Assistance. The Global Health Security Advisor will support outbreak response, provide technical support to USAID Missions with GHS programs and activities, conduct regional analyses on key GHS priorities specific to the MENA region, provide strategic and technical support to USAID missions tailored to unique complexities the region, and conduct program analyses, reviews, reports, presentations, and assessments.

 

More specifically, the objective of this position is to provide country backstopping, coordination, and programmatic support to promote successful implementation, monitoring, and reporting on GHS and new, emerging, and re-emerging infectious diseases and public health threats across the MENA region. Successful completion of this objective will require intensive networking, collaboration, and coordination with a wide array of stakeholders including USAID missions across the MENA region, government partners, key regional institutions, various ministries across multiple sectors, U.S. Government (USG) inter-agency, multilateral partners, academia, international organizations, non-governmental organizations (NGOs), and other implementing partners.

This is a one-year time-limited position, renewable annually subject to the availability of funding.

Salary Range

Full salary range for this position is $97,500 to $152,620 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Essential Duties and Responsibilities:

 

Be an Agency-wide Resource for Global Health Security (GHS) Issues:

Provide  technical advice to Agency, Bureau, and respective Mission leadership on emerging and re-emerging infectious diseases across the MENA region, providing technical support to advance strategies and programs that protect health, including and especially programs that prevent, detect, and respond to pandemic and emerging global health threats.Attend and contribute to interagency technical meetings and discussions on global health security priorities, particularly focused in the MENA region; actively consult and coordinate with relevant organizations internal and external to the USG.Participate in interagency global health security response activities for the MENA region; ensure that during disease outbreak situations, USAID resources and assistance are well coordinated and aligned to support USG, partner government, and local community priorities and needs; help to ensure that necessary support (personnel, information, resources, relationships) is available to effectively respond.Ensure that global health security programming and outbreak response activities are appropriately represented in communications; that leadership is well-informed on programming and implementation issues; and that all affected bureaus are appropriately engaged.Provide coordination and technical expertise to USAID to prepare, develop, implement, and monitor activities associated with global health security in the MENA region and develop key deliverables and coordinate corresponding approval as required.Provide technical guidance on development assistance activities in the areas of GHS and infectious diseases at Bureau, Mission, Agency, interagency levels, including by reviewing and analyzing data, developing strategies, analytical models, and methodologies, and providing assistance and advice on sectoral issues.Coordinate with Missions and grantee organizations in the application of USAID priorities and strategies for regional and country infectious disease and GHS programs.

 

Be a Geographic Area/Regional Technical Resource for Infectious Disease Issues:

Serve as liaison as needed between the ME Bureau and the Bureau for Global Health to ensure that the ME context is applied to GHS strategic planning, design, implementation, and evaluation and facilitate coordination with USAID/Washington and Missions, the USG interagency, regional bodies, local organizations, and other partners.Participate in monitoring and advance the expansion and progression of GHS program initiatives throughout the region and support Missions and USAID/Washington on courses of action; review Mission policies and project planning documentation for coherence, relevance, and programmatic realism; advise Missions on defining program content and identify resources within or outside USAID; and support Missions in briefing national partners on global health security programming and accomplishments.Consult with other USAID bureaus and other USG counterparts on region-specific interventions. In conjunction with the Bureau for Global Health, monitor, backstop, and direct Mission requests for strategy development and support for major global health security investments.Serve as a country backstop for GHS countries. Activities may include but are not limited to: supporting various Missions’ development of their annual work plan for GHS projects including the GHSA; reviewing country reports; briefing various stakeholders on GHS projects and GHSA activities; and liaising with the other USG agencies involved in planning and policy.Share ME Bureau perspectives with senior-level and other host-government officials, as well as representatives of regional, and local entities. Advise Team Lead, Senior Health Advisor and Bureau management on key issues/constraints to program development. Advise Bureau, Office, and Mission staff on a variety of program and project issues. Provide technical, strategy and development support on the design and implementation of MENA GHS approach, as well as Global Health/Evidence-to-Decision (ETD) GH/ETD’s support in the MENA region.

 

Provide Centralized Project Management Support:

As needed, coordinate and evaluate centrally managed grants, cooperative agreements, and contracts. Serve as Activity Coordinator for GHS activities led by the Bureau for Global Health. Work closely with other staff on work assignments, usually in terms of the end project desired.International and domestic travel approximately 25-35% of the time.Work three days per week in-person at Washington, DC office.Performs other duties as assigned.

 

Education, Requirements and Qualifications

Qualification Requirements:

Minimum Qualifications:

Master’s degree with 6 years of relevant experience, bachelor’s degree with 8 years of relevant experience, Associate’s degree and 10 years of relevant experience, or High School graduate and 12 years of relevant experience. US Citizenship with the ability to obtain and maintain a Secret Clearance.  

Other Qualifications:

Demonstrated ability to understand the strategic purpose and goals of multiple organizations from different sectors (e.g., public health, animal health, environment), identify and solve problems, and coordinate and support activities that lead to mutual success across the different sectors.Demonstrated ability to work both independently and in a team environment.Demonstrated ability to communicate highly technical information related to human health, animal health, and environment to a variety of technical and non-technical audiences.Ability to translate public health data visually for presentations, reports, and other deliverables.Experience with monitoring and evaluation methodologies, including frameworks, data quality assurance, analysis reporting and best practices in data dissemination in international/resource-challenged settings.Knowledge of USAID policies, procedures and reporting requirements desired.Excellent leadership, communication, and interpersonal skills.Experience working in the MENA region is desired including country level field experience.Knowledge of the MENA political and social context.High degree of judgment, ingenuity, and originality to interpret strategy and to analyze, develop, and present work results.Fluency in English required. Proficiency in Arabic and secondarily, French is desired (spoken and written).Ability to travel internationally and domestically 25-35%.of the time. Work at least three days per week in-person at Washington, DC office.
