Pay Range
$186,780 - $238,080 Annually
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. Job DescriptionWe’re looking for a Global Security Business Administrative Manager to oversee business and personnel operations in the Global Security (GS) Principal Directorate. You will be a key member of the GS management team, functioning as the business leader for all aspects of the organization’s administrative management. You will be responsible for providing leadership, oversight, and management to a large diverse workforce of administrative staff. You will participate in all aspects of business and workforce planning, operational issues, and strategic planning activities, and will interact with high-level staff within the GS Directorate, the Laboratory, and external contacts. You will champion significant change initiatives impacting the workforce such as performance management and compensation and act as a trusted advisor and expert in support of a broad range of human resources functions. This position will report to the GS Principal Associate Director.
In this role, you will
Manage GS’s business operations and personnel management functions to achieve long-range directorate/programmatic goals through interactions with high-level personnel both internally and externally. Develop administrative, operational, and institutional policies, procedures, methods and practices in support of Laboratory-wide initiatives; assess administrative needs, develop and implement procedures, methods, and practices at the Principal Directorate level. Serve as a member of the GS Principal Directorate and GS Program management teams and participate in business and workforce planning, operational issues, and strategic planning activities including leading the efforts for assigned GS operational key results (OKRs). Manage GS administrative staff (~100), including oversight of recruiting, hiring, training, performance appraisals, ranking, salary and implementation of office technology systems and procedures. Manage and administer GS's performance management, alignment, and salary activities. Interpret human resources requirements/guidance and determine course of action to obtain optimal results. Investigate and recommend appropriate courses of action to managers and supervisors on administrative and personnel matters. Establish administrative budget; forecast staffing levels to ensure appropriate support for mission activities. Directly responsible for managing and executing work across multiple indirect funded GS budgets. Serve as the Directorate’s Laboratory Administrative Council (LAC) representative and represent GS on other institutional business and administrative committees; influence administrative, operational, and institutional policies, procedures, methods, and practices in support of Laboratory-wide initiatives; assess administrative needs and develop and implement procedures, methods, and practices at the directorate level. Administer a variety of internal committees and/or meetings to ensure timely information dissemination on personnel-related policies and issues. Perform other duties as assigned. Qualifications This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.Bachelor’s degree in management or related field, or equivalent combination of extensive experience and education in a related business, operational, and/or organizational area. Extensive organizational and team-building skills necessary to manage a multi-disciplinary workforce, who execute multiple projects at one time, with different levels of complexity that require coordination from a variety of organizations while maintaining a strong safety culture in the workplace. Expert interpersonal, verbal, and written communication skills to explain, negotiate, persuade, and lead staff and management through conflict resolution in order to obtain consent action on complex personnel and business operations actions, achieving desirable outcomes. Highly advanced problem-solving, analytical, communication, organizational, and managerial skills necessary to independently interpret, advise, recommend, and approve appropriate actions and implement solutions. Experience in a diverse organization and ability to create innovative solutions and build cooperative multi-disciplinary teams, while effectively interacting with management and customers. Significant experience interpreting and applying a wide variety of personnel policies and procedures with broad knowledge of recruiting, hiring, performance management, and staff relations practices and an understanding of HR compliance requirements for hiring FLSA, ADA, EEO, etc. Significant administrative and organizational skills, including detail oriented, flexibility and experience independently coordinating and prioritizing multiple and complex work activities, often with conflicting deadlines. Demonstrated ability to work effectively with short deadlines and frequent interruptions. Significant experience working effectively on a variety of institutional and/or organizational projects and resolving organizational issues. Sensitive Compartmented Information Facilities require separate approval. Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
