Government Affairs Senior Manager

We are looking for a **Government Affairs Senior Manager** to be based in the EMEA HQ in Diegem, Belgium **THE ROLE** + Bring Strengths in Advocacy, Business Knowledge, Judgement, and Process Management to successfully support Government Affairs (GA) efforts for Abbott. Report to GA Regional Director. + Deliver GA initiatives to protect and advance Abbott's positions and its business units before European Institutions (EU Parliament, Commission, Agencies…), Government representations, Trade/Business Associations, Stakeholder platforms, coalitions and & associations and other Allies and Influencers. + Establish, developand maintain GA relationships with policy and influencers’ networks to cover Abbott business' goals and objectives. This involves identifying key stakeholders, prioritizing resources, networking with their office staffs and developing outreach and grassroots programs. + Stay apprised of business goals and strategies in order to assess impact to Abbott. Consult with GA Regional Director and appropriate business partners in making such determinations, providing recommendations for formulation of action plans. + Design monitoring, analysis and communication tools on EU policy developments (in the field of regulatory, trade, sustainability, digital…) correlated with Abbott's businesses and operations. + Work collaboratively with the Businesses, Public Affairs and other functions (Regulatory, Legal, Trade Compliance, Supply Chain, Product Stewardship…) to develop Abbott’s internal stakeholders’ awareness, and engage the community of Abbott’s Subject Matters Experts on developing the right advocacy content & data, defining and executing the relevant outreach strategies. + Develop successful positioning through relevant connections / membership / sponsorship / contributions…, with outside allies / business and stakeholders’ coalitions / trade associations / NGOs / event platforms… drive constructive policy discussions for both macro and business/product specific initiatives. + Demonstrate emotional understanding and political sensitivity executing the GA strategy and building the reputation of Abbott as the preferred, go-to trusted partner, honest brokers who drive for constructive solutions. + Protect Abbott´s public reputation through role modelling in Ethical and Compliant behavior. **THE PROFILE** + Bachelor's degree required, a Master's degree in Political Science, Public Policy, Public Health, Science related disciplines are preferable. Legal degree or MBA is a plus. + 10 year's minimum in positions of responsibility including experience EU institutions (Parliament, Commission, Agency…) and/or in EU affairs Consltancy, and/or EU Trade Association and/or in industry government affairs (healthcare as a priority, but not exclusive). + Proven extensive contact network in EU policy, involvement and success in advocating and developing government policies/legislation and strong knowledge of the EU decision-making process. + Strong analytical skills to dissect complex range of public issues and assess impact to Abbott. High degree of strategic thinking, decision-making, and tactical skills to develop broad strategy and policy, options, and recommendations to address issues expeditiously. + Strong sectoral skills in 1 or more of the following areas : Healthcare regulations, Digital, Sustainability & Circular economy, trade. + Proven ability to coordinate internally at Abbott and externally to promote Abbott's positions and value propositions with urgency and tight deadlines. + Demonstrated leadership skills, in parallel with exceptional operational execution capacities. + Fluent in English including strong oral presentation / advocacy skills. **THE DELIVERABLES** **Target:** Deep understanding of targeted policymakers, allies and influencers. **Coverage:** The best network (strong, ongoing, trusted relationships) to reach key players directly, via allies and other key influencers. **Analysis:** Clear understanding of Abbott priorities within and across businesses, articulation with government programs and agenda, and compelling data and messaging to convey positions. **Offer:** Delivery of Abbott's desired outcomes by successfully communicating and negotiating with those developing policies (policymakers, allies, influencers). **Employer of Choice:** Through numerous local, national and international accolades, Abbott is regarded as an employer of choice for our commitment to workplace excellence.
