The Role:
The Government Contracts Manager will support its Commercial and Federal Government business operations and will be tasked with independently reviewing and negotiating commercial and U.S. Government contracts, bids, proposals, and related contractual and regulatory-compliance materials. The successful candidate must have a working knowledge of FAR and DFARS provisions applicable to professional services. This person in this role will interact regularly with business and technical counterparts and must be able to communicate effectively. This position reports to the company’s General Counsel.
Responsibilities:
+ Independently review, edit and negotiate complex commercial and US Government contracts, including but not limited to Prime and Sub-tier contracts, solicitations, proposals, change orders, bids, etc.
+ Advise internal stakeholders of the risks and obligations associated with each contract, including terms and conditions, payment terms, compliance requirements
+ Highlight contractual risks and offer mitigation solutions
+ Complete customer-requested representations and certifications
+ Identify and implement tools to modernize and streamline the internal contracting processes
+ Track and monitor Contracting KPIs and present updates to the executive team annually
+ Work with business stakeholders, functional counterparts, and customers to resolve contractual issues
+ Analyze contractual requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and Company policies and procedures
+ Prepare and administer correspondence, supporting documents, and contract documentation to ensure timely and coordinated submittal
+ Provide training on contracting best practices and contract policy to internal business teams
+ Ensure contract review, approval and execution in accordance with corporate policies and standard operating procedures
+ Act as custodian of contractual records for assigned contracts
+ Manage Federal Government System for Award Management (SAM) registration and updates
+ Lead role as company administrator for Exostar and various other customer portals
+ Back up to paralegal for NDA review, edits and negotiations
Qualifications
+ Job Qualifications
+ Bachelor’s Degree, preferably in Business Administration or related field required
+ Minimum of 7 years of contract management experience, including a full range of commercial and U.S. Government contracts; extensive knowledge of commercial contract terms and conditions
+ Deep knowledge of the FAR and DFARS
+ Experience in solicitation analysis, risk assessment, contract negotiation, and issue resolution
+ Excellent communication and writing skills
+ Ability to prioritize multiple tasks with competing urgencies with the ability to make sound business judgments, handle multiple contractual activities with a short turnaround time
+ Highly motivated and detail oriented with the ability to communicate effectively, solve problems and create trusting relationships with both internal and external clients
