Government Contracts Manager - Remote
Overview Responsible for the management, implementation, and oversight of government contracts to the Public Sector market, particularly State, Local & Education. Support of customer bid proposals where such contracts are utilized. Additionally, work with the reseller channel for Federal Contract management, bid proposals, and contract compliance. What You Get to Do: Contract Management Pre-Award Oversight of pre-award contracting issues including contractual methods, types, negotiation, channel coordination, and protests. Review all Panasonic contractual obligations. Coordinate with Sales, Resellers, SCM, pricing managers and other groups to ensure contractual compliance with obligations (i.e. most favored customer clauses, price increase/decrease/update clauses, administrative fees, web portal development and maintenance, audits/records, staffing reports, insurance and HR requirements.) Provide contractual opinion of strategic opportunities and solicitations. Review and redline contracts in collaboration with Legal and Risk Management. In collaboration with Legal, create and manage contract templates. Provide contractual content for bid proposal responses to strategic solicitations including terms and conditions, representations and certifications, and other contractually related requirements. Coordinate with Sales, Finance, Legal and other functional internal departments, ensuring proper communication and internal approval/sign-off as required. Contract Management Post-Award Support contractual obligations as required by contract. Update contract product and price lists quarterly, targeting monthly update goal. Monitor contract performance by determining compliance to contract and regulatory requirements. Coordinate with management, resellers, and other internal groups to ensure requirements are being fulfilled. Create and manage Dashboard of performance metrics for business. Manage contract renewal and rebid through strategy development and collaboration with sales, business development and agency buying offices. Work with PCONA Connected Excellence team to support automated practices. Relationship Management and Training Maintain good relationships with government contracting agencies and have thorough understanding of agency mission, contract strategies and uses. Collaborate with Sales and Business Development teams to understand market and customer requirements. Train internal teams regarding Federal and state buying procedures, contract uses, strategies and grants. Compliance Regularly manage contracts, partner, and contracting officer list on TEAMS. Work with PEXNA Center of Excellence, Legal, Compliance, and NA Government Affairs teams to understand statutes and legislation potentially affecting business. Develop and maintain relationships with industry associations as necessary to understand industry concerns and issues. What You'll Bring Education & Experience: BA/BS in Business, Political Science or Technology related majors 10+ years working in contract management or Federal/Public Sector Account Management Strong contract writing and negotiation experience. Must possess a solid working knowledge of standard contract terms and conditions. Federal and Public Sector Procurement Experience a plus Familiarity with Federal Acquisition Regulations (FARs) and DFARS Project management experience (PMP Certification is a plus) Competencies: Strategic thinking and analysis capabilities including identifying risks and opportunities. Ability to establish and manage contract management leading practices. Proven negotiation capability Experience managing large, complex projects. Manage multiple competing priorities simultaneously. Ability to work under pressure for tight deadlines. Data analytical skills to drive decision making. Ability to solve complex problems and propose alternative solutions. Communications: Demonstrated communication, presentation, and writing skills. Ability to communicate across all levels of the organization as well as externally to customers, suppliers, and government agencies. Strong collaboration, influencing, verbal, and written communication skills Transparent communication practices. Other Requirements: Travel 10% What We Offer: The salary range of $90,000 – 120,000 is just one component of Panasonic’s total package. Actual compensation varies depending on the individual’s knowledge, skills, and experience.
