About the Position: Serves as the U.S. Army Contracting Command (ACC) Headquarters principal Subject Matter Expert (SME) and Government Information Specialist (GIS) for the Freedom of Information Act (FOIA)/Privacy Act (PA) Program Officer, within the office of the Office of Chief Counsel (OCC). Responsibilities Manage, direct, and oversee the work of FOIA/PA teams and working groups that receives over 8,000 FOIA and Privacy Act request yearly. Provides technical expert, analyst, policy developer, functional expert, interpreter and advisor on all matters relating to the management and oversight of the DA FOIA program. Formulation, development, recommendation, promulgation, and implementation of management surveys, initiatives, policy directives and strategies of the FOIA, MDR, PA, and the Safeguarding of PII programs . Manage the Freedom of and Privacy Acts Case Tracking System (FACTS) for ensuring that responses to FOIA/PA requests are complete, consistent, and timely. Provides interpretation of civil laws, court decisions, precedence’s and Executive Orders affecting implementation of the FOIA/PA, Privacy Program, MDR, and the Safeguarding of PII within the US Army Contracting Command. Prepares and conducts formal and informal training for ACC personnel on FOIA, MDR, PA and the Safeguarding of PII policies/procedures. Reviews and analyzes case materials to answer questions under consideration. Searches for and summarizes relevant case materials, law reviews, published studies, financial reports and similar materials for use by attorneys in the preparation of opinions, briefs, and other legal documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-02).
