Job Summary
Under administrative direction, is responsible for managing and coordinating activities in cooperation with neighborhood associations, community groups and other special projects. Exercises direct supervision over assigned staff.
Work Location

Work Hours
7:45 a.m. to 4:30 p.m., Monday - Friday
Essential Job Functions
+ Manages and coordinates services and activities among various City Departments, neighborhood associations, public agencies and/or private sector representatives, as requested.
+ Directs professional, technical, skilled, and other employees in the development and administration of activities.
+ Provides administration and oversight for management of graffiti abatement activities.
+ Participates in the formulation of policy and long/short terms goals and the budget preparation.
+ Evaluates services to ensure productivity, efficiency, and quality are maintained.
+ Advises management on operational problems, delays and quality control issues related to services and presents possible solutions.
+ Seeks and evaluates information from a variety of sources and provides specialized reports as requested by management.
+ Coordinates and attends day and night meetings as required.
+ Composes correspondence and memoranda.
+ Develops, prepares and makes presentations to the City Council, Management Team, City Staff, advisory boards, other outside organizations or businesses, and neighborhood associations.
+ Negotiates and resolves sensitive and complex issues and provides solutions for impasse situations and suggests implementation procedures.
+ Recruits, directs, and coordinates volunteer groups and organizations to assist in graffiti abatement activities, which includes occasionally lifting and carrying tools or equipment weighing 20 pounds.
+ Performs related duties and fulfills responsibilities as required.
Job Requirements
+ Bachelor's Degree from an accredited college or university.
+ Six (6) years of increasingly responsible experience in Business Administration, Public Administration, community outreach and education or a related field, including four (4) years of management experience.
+ Valid Class "C" Texas Driver's License.
Applicant Information
+ Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

+ Knowledge of project monitoring and inspection practices and methods.
+ Knowledge of local government issues.
+ Skill in utilizing a personal computer and associated software programs.
+ Ability to conduct effective presentations before large and small groups.
+ Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
+ Ability to develop and implement plans, procedures and policies related to project monitoring.
+ Ability to communicate clearly and effectively.
+ Ability to respond rapidly and effectively in emergency situations.
+ Ability to establish and maintain effective working relationships with City staff and the general public.
+ Ability to direct the activities of a large number of employees.
+ Ability to perform all the physical requirements of the position, with or without accommodations.
+ Working conditions are inside and outside with occasional exposure to temperature variations, damp/wet surfaces, hazardous materials, flammable liquids, high noise areas, insects, insect bites, dust and unfavorable fumes and vapors.
