Position classification
Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

The Office of Strategic Partnerships & Resilient Communities (SPARC), operating under the County Manager's office, serves as a central hub for both internal and external initiatives aimed at enhancing community prosperity and resilience. Internally, it establishes a centralized grants team to facilitate departmental funding pursuits, ensuring efficient resource utilization. Additionally, it implements an equitable process for partnering and fund distribution to community partners, ensuring fairness in resource allocation. Externally, the office fosters strategic partnerships with Community-Based Organizations (CBOs) to enhance service delivery and expand resource accessibility. SPARC empowers community partners through capacity building and professional development, it strengthens their ability to address local and organizational challenges effectively. Collaboration with external stakeholders promotes collective action and shared responsibility for community prosperity, fostering resilience and sustainability.
The Grants Team is responsible for overseeing the entire lifecycle of grant management, from application and program design to compliance and partnerships, ensuring alignment with Adams County policies and securing essential funding for organizational initiatives.
The Grant Coordinator plays a pivotal role in advancing the mission of the Office of Strategic Partnerships & Resilient Communities (SPARC) by supporting all aspects of grant administration. The Grants Coordinator will support the oversight, compliance, and strategic development of a wide range of grant programs. This includes a primary focus on federally funded programs, such as the American Rescue Plan (ARPA) initiatives administered by the US Department of Treasury, along with other federal, state, and local grant opportunities. The Coordinator will work closely with the Grant Manager, Grant Compliance Specialists, and various Adams County Departments, and stakeholders to promote equity, resilience, and community empowerment.
This position is generally scheduled Monday - Friday; occasionally weekend work and may require attendance at off-site meetings. This position will require attendance at off-site meetings.
Examples of Duties for Success
+ Performs a broad range of professional duties and project management to assist with the overall operations of grant programs. Assists with the development of grant applications and preparing funding recommendations.
+ Independently manage assigned projects from start to finish with a high regard for complete and compliant document management.
+ Assists with the development and execution of pre-award processes.
+ Coordinate and conduct project monitoring, including contract monitoring, site visits, detailed file documentation, regulatory compliance monitoring, spending rates, timely project milestones, project budgets and balances, and recommend budget modifications.
+ Support the Grant Manager in the program oversight and execution of the Adams County Community Enrichment Grant.
+ Review and approve grant draw-down requests.
+ Input, modify, and retrieve data from database systems; accurately generate required reports and plans for the US Department of Treasury and other agencies, as necessary.
+ Interpret and apply federal, state, and local regulations to make sound programmatic recommendations to leadership.
+ Serve as direct support and provide ongoing guidance to Grants Compliance Specialists (GCSs) to ensure adherence to monitoring and compliance regulations.
+ Interface with several Adams County departments, external partners, grant recipients, and county leadership.
+ Participate in developing policies and priorities for assigned projects within the federal regulation guidelines.
+ Provide on-site training and technical assistance to county and non-county personnel regarding program development, fiscal and programmatic reporting, and program regulations.
Qualifications for Success
Knowledge of:
+ Federal grant regulations, including those governing the ARPA, CDBG, and HOME programs, and ability to interpret and apply regulations to programmatic activities.
+ Project and grant management software such as eCivis, Neighborly, Monday and Smartsheet, or knowledge of similar data tracking and grant management platforms.
+ Computer software programs including Office 365 products (Excel, Word, PowerPoint, Publisher, SharePoint, etc.)
+ Local government operations.
+ DEI principles and commitment to promoting equity in all initiatives, including the application of DEI principles in grant processes.
+ Coordinating grant pre-award processes with multiple departments and agencies.
Skill in:
+ Speak with a variety of audiences in a clear, concise, and organized manner to effectively convey information. Includes the ability to appropriately tailor the level of communication to the audience.
+ Providing technical assistance such as how to utilize grant management software to County departments, subrecipients, and applicants.
+ Effective communication both verbal and written with a variety of subrecipients/stakeholders.
+ Interpersonal abilities, with a proven track record of building effective relationships with internal and external stakeholders.
+ Problem-solving, conflict resolution, and emotional intelligence.
+ Multi-lingual skills in Spanish and English are preferred but not required to be successful in this role.

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
+ 2 years of experience in grant management or related field.
+ Experience in subrecipient compliance monitoring is a plus.
Education:
+ High School Diploma or GED; bachelor's degree in a relevant field preferred.
+ Multi-lingual skills in Spanish and English are preferred but not required to be successful in this role.
A combination of education and equivalent work experience may also be considered. We will consider two years of relevant work experience for each year of education (example: four-year degree would be considered two years of experience).
Equipment Used, Work Environment and Physical Activities:
+ Driving: Drives a County or personal vehicle in the normal course of business.
+ Office Equipment: Daily use of computer, keyboard, copier, scanner, printer, calculator, phone (desk & cell), camera, and electronic diagnostic equipment. Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel.
+ Physical Activities: Moderate physical activity that may include walking, sitting, standing, stooping, bending, reaching, lifting & carrying.
+ Schedule: Position generally scheduled Monday - Friday; occasionally weekend work. May require attendance at off-site meetings. This position may require attending or presenting at events hosted at night or on the weekends.
