Job Description

The Grant Financial Analyst assists with monitoring fiscal compliance across divisions and subcontractors who receive government funding. This role works closely with project managers and finance leads to ensure coordination between program and financial aspects of grant projects. The analyst consolidates reports and documentation for grant reimbursement and communicates extensively with funding agencies. Additionally, the position involves monitoring contracts, invoices, project plans, cash flow, and other documentation to ensure adherence to funding program requirements. The analyst also supports federal financial reporting throughout the duration of the funding opportunity.

ResponsibilitiesAssist with monitoring overall program expenditures and the tracking of funds in accordance with federal regulations (e.g., 2 CFR 200, 48 CFR 31.2), utility regulatory, and relevant state and local requirements.Monitor job/unit costs, resource accountability, fiscal controls, and inventory controls, and support audits as required by funding agencies.Monitor financial activities of government-funded projects, including verifying expenses coded to the proper cost elements and ensuring capped categories are not exceeded.Aggregate monthly expenses and assemble reimbursement packages for submittal to funding agencies.Report deficiencies to the Grant Management Office, project managers, and subcontractors that must be addressed prior to submitting reimbursement requests.Perform onsite/in-person monitoring for identified sites at least once during the program year to assess adherence to company and funding agency requirements.Review journal entries, project documentation, invoices, work orders, requisition forms, cancelled checks, credit card statements, monthly inventory sheets, payroll sheets, and conduct interviews during site visits.Compile and analyze data to develop special reports for the Grant Management Office and other program/project employees.Support the development of systems, processes, and procedures to facilitate the smooth functioning of the department.Participate in company emergency response activities as assigned.Essential SkillsThorough knowledge of funding agency requirements, including federal (e.g., 2 CFR 200, 48 CFR 31.2), state and local laws and regulations.Working knowledge of project management, program management, and standards development.Advanced knowledge of personal computers and related software applications such as MS Project, UI Planner, Power BI, SAP, MS Word, Excel, PowerPoint, MS Access, and SharePoint.Working knowledge of federal funding agency reimbursement and reporting systems (e.g., VIPERS, ASAP, PMC).Advanced knowledge of accounting principles, including general ledger, cost accounting, and capital budgeting systems.Ability to apply specialized financial knowledge and general business knowledge to complex transactions.Intermediate expertise with personal computers and/or mainframe systems and related software applications.Advanced analytical skills to create and interpret trends, models, forecasts, and simulations.Intermediate critical thinking and problem-solving skills to accurately define problems, analyze information, and render sound decisions.Intermediate communication skills, both written and oral, to articulate ideas and concepts clearly and concisely.Intermediate ability to prepare and deliver effective presentations to small groups.Advanced ability to plan, prioritize, schedule, and manage time and work to complete tasks and meet deadlines.Additional Skills & Qualifications4-year college degree required. Advanced college degree in a relevant discipline (e.g., finance, accounting) is preferred.Several years (3-5) of financial analysis and accounting experience performing advanced work in the financial planning field.Certified Grants Management Specialist (CGMS) certification or equivalent is preferred.Several years (3-5) of experience with computers, information systems, and software applications including MS Excel, SAP, UI Planner, and PowerBI.Several years (3-5) of analytical experience or demonstrated ability with data and/or projects.Must have or be able to qualify for a State of Hawaii driver’s license.Work Environment

The team is under the IT Enterprise Architecture and Planning Department and reports to the PMO Manager. The structure includes roles such as Field Technical Compliance Monitor and other supporting positions. The work environment involves extensive use of technology and software applications, with a focus on compliance and financial monitoring. The dress code and specific working conditions will align with the company's policies and standards.

Pay and Benefits

The pay range for this position is $37.00 - $45.00
