POSITION HIGHLIGHTS + This position is full-time, following a first shift schedule, 40 hours per week, based in Wethersfield, CT, with occasional statewide travel for meetings, training, site visits, inspections, and other activities. + After successful completion of the working test period, the role may offer a hybrid telework schedule, providing greater work flexibility. + In this essential role, you will be responsible for overseeing the entire lifecycle of requests for proposals (RFP), grants, and contracts for both facility and community-based health and human service programs. + Your work will ensure compliance with policies and regulations, facilitate the development of Requests for Proposals (RFPs), prepare contracts and agreements, manage payments, and oversee budget allocations to maximize program effectiveness. PURPOSE OF JOB CLASS (NATURE OF WORK) In a state agency this class is accountable for performing as a specialist in planning, implementation, management and evaluation of a large complex grant program or group of programs in one field where responsibilities are assumed for program development, liaison and coordination with federal, state and community agencies and organizations, program implementation and administration, program monitoring and assessment. EXAMPLES OF DUTIES + Grants & Contracts Oversight: Develop and manage Requests for Proposals (RFPs) for health and human service programs, ensuring that all RFPs are prepared in compliance with State of Connecticut procurement standards, including adhering to all applicable procurement laws, regulations, and ethical guidelines to ensure the integrity and fairness of the process. + Contract Development & Management: Prepare, review, and facilitate the processing of various types of contracts and agreements, ensuring that all contract terms and conditions are compliant with State of Connecticut's contractual guidelines. Regular contract management and compliance monitoring will also be conducted to ensure continuous adherence to contractual terms and established regulations. + Financial Oversight & Budgeting: Review payment requests to ensure they align with contractual obligations and State of Connecticut Cost Accounting Standards. Track payments and monitor provider budgets and expenditures to confirm compliance with state financial regulations. Additionally, assist in the development and provide feedback on the annual Unit Spending Plan in compliance with state budgeting policies and CTDOC guidelines, ensuring that fiscal priorities are met while staying within budgetary limits. + Program Monitoring & Compliance: Conduct on-site monitoring of community providers to verify that they are meeting their contractual obligations, performance measures, and compliance with State of Connecticut regulations. This includes ensuring that all programs are aligned with CTDOC goals, state-mandated performance standards, and any additional regulatory requirements stipulated by the state, ensuring effective delivery of services. + Collaboration & Reporting: Work closely with other agency units and stakeholders to support the overall goals and objectives of the department. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Seven (7) years of experience in planning, implementation and/or management of grant programs on a community, state or federal level. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. + A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience. PREFERRED QUALIFICATIONS + Experience in developing, reviewing, and managing Personal Service Agreements (PSA) and Purchase of Service (POS) contracts as well as administering requests for proposals (RFPs) for healthcare, mental health, or residential services, within correctional or institutional settings; + Experience with federal, state, and local grant applications, ensuring compliance with guidelines, preparing detailed reports and meeting and reporting requirements; + In-depth understanding Knowledge of procurement laws, regulations, and standards applicable to public sector contracting and grant administration, with a focus on compliance and best practices; + Excellent written and verbal communication skills, with the ability to convey complex information clearly and effectively to diverse audiences, including to stakeholders, internal teams, and external partners; and + Experience working collaboratively with cross-functional teams, external providers, and regulatory agencies to achieve organizational objectives and foster partnerships.
