PREFERRED QUALIFICATIONS: 2 years experience in a leadership role in which you directed the work of others and distributed responsibility. Demonstrate leadership qualities and describe and demonstate knowledge and experience in Emergency Management to include Recovery and Individual Assistance; excellent customer service skills; the ability to understand and correctly interpret written guidance and policy documents; understanding of FEMA rules, regulations, and policies especially pertaining to Individual Assistance; must work well in a team environment; ability to conduct group briefings/presentations; exhibit self-management skills. The successful applicant must be proficient in the use of Microsoft Office products and have strong computer skills. The working title of this position is Individual Assistance Officer within the ADEM Recovery Branch. This position is responsible for administering and monitoring the State and Federal Individual Assistance (IA) Grant programs and ensuring that the state and federal IA grant programs are in compliance with all laws, regulations, policies, and administrative requirements. This position works closely with disaster survivors to identify recovery needs and shortfalls. This position must have knowledge of all state and federal policies as related to the IA grant programs, must conduct and/or schedule preliminary damage assessments, prepare Governor’s Proclamations to include proper funding requirements for state and federal disaster assistance programs and applicable cost shares, prepare Presidential letters requesting emergency or major disaster declarations, coordinate with disaster applicants and local/state/federal officials as necessary to resolve disaster-related needs/problems, establish Disaster Recovery Centers for disaster survivors, request and administer grant funding, annually update disaster recovery plans to include IA Grant administrative plans, create and maintain the State-Led Disaster Housing Task Force plan, assist in updating the State Long Term Recovery plan, and maintain standard operating procedures for the IA Program. This position will also guide the State Voluntary Agency Liaison’s mission of serving as the central coordination point between local, state, tribal, territorial and Federal governments and voluntary, faith-based, and community organizations responding in times of disaster. Additional duties include administering and monitoring the Federal Public Assistance (PA) Grant Program for current and future disasters, reviewing and auditing PA grant documentation, and requesting and administering PA grant funding. This position is also responsible for assisting with the updating of PA plans, to include the PA Grant and Fire Management Assistance Grant annual administrative plan. Position Information Class Code: G147C Grade: GS07 FLSA Status: EXEMPT Salary Range: $40,340.00 - $64,343.00 Summary The Grants Coordinator is responsible for planning and reviewing the implementation of grants and monitoring financial and operational status of grantees. This position is governed by state and federal laws and agency/institution policy. Functions Reviews financial records, statues, and the utilization of program resources, and conducts on-site inspections, assesses staff duties and functions, verifies payroll and personnel policies, and prepares reports on findings. Assists applicant in determining area or program needs, provides suggestions concerning application procedures, reviews grant and/or loan applications, and recommends approval/disapproval. Participates in the establishment of priorities and allocation of resources, establishes accounting practices to comply with requirements, and evaluates program requirements through studies of required funds and resources. Coordinates and monitors the implementation of grants, contracts, and/or loan programs by overseeing funding procedures, developing goals and objectives, and monitoring implementation, to ensure compliance with institution policies, laws, and regulations. Prepares financial reports, negotiates funding sources, monitors disbursements and invoices involving granting and contracting agencies and allocates resources for programs. Prepares statistical reports by analyzing grant information, develops record keeping procedures, and disseminates information to program participants and funding sources concerning new programs or changes. Reviews grants for compliance, recommends reallocation of funds, and researches and recommends sources for new funding. Provides technical assistance, as required for the department's programs and support services, in regard to purchase services and sub grant programs. Assists in developing requests for applications, application development workshops, and training conferences to applicants. Plans, directs, and organizes program campaigns to acquaint local, county, and state agencies with available grants.. May process personal service contracts, contract amendments, or invoices, by reviewing for accuracy and adherence to established procedures, verifying available funds, transferring funds as needed, and submitting for payment. Minimum Qualifications The formal education equivalent of a bachelor's degree in business administration, accounting, finance, or a related field; plus two years of experience in program planning, grant administration, or a related area. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
