Summary The incumbent assists the Grants Compliance Officer with primary responsibility for implementation and monitoring of compliance and oversight activities. Responsibilities As a Grants Management Specialist, some of your duties and responsibilities will include, but are not limited to the following: Serve as one of the principal experts on grants compliance and oversight issues as they relate to DHHS, PHS, and NIH policies, procedures, and guidelines. Analyze cases of noncompliance and studies of special problems or issues of interest to NIH or the Department. Prepare briefings and reports on the findings of the analyses and provide recommendations to management in the development and/or modification of policies. Initiate DGCO audit oversight activities for OPERA, OER, and NIH on a variety of complex grants management issues. Work closely with NIH and grantee institutions to assist with audit follow-up activities and to resolve compliance issues including the development and evaluation of corrective action plans. Assist other Federal agencies by analyzing data, identifying compliance issues, interpreting policy requirements, and recommending appropriate courses of action. Actively participate in staff development and training of NIH grants management staff and assist the Director, DGP in establishing and maintaining a vigorous program of education and career development. Provide grants compliance leadership and advice for functions used primarily by the Grants Management and Program business areas. Requirements Conditions of Employment Qualifications You qualify at the GS-14 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing technical leadership to grants management specialists and managers; analyzing trends for use in developing grants compliance policies, guidelines, procedures and internal controls; evaluating the impact of new or proposed legislation or policies on existing processes and grants compliance policies; providing advice to senior management officials regarding the need for, or implementation of grants management compliance policies and procedures.
